Book excerpt: En consideración a la normatividad vigente, relacionada con Sistemas de Gestión y Calidad para las entidades públicas y las relacionadas con servicios de salud; establecidas mediante la legislación, los requerimientos técnicos y las normas de calidad; se hace necesario, simplificar y aunar esfuerzos que integren los factores requeridos para el desarrollo integral del Sistema de Gestión de Calidad de una Empresa Social del Estado prestadora de servicios de salud. Por su parte, las normas ISO, como modelos de gestión de calidad adaptables a cualquier tipo de organización, han sido la base para el desarrollo de las normas Técnicas de Gestión Pública como la NTC GP1000:2004; igualmente, el desarrolló proyectos de Seguimiento al Sistemas de Gestión y Calidad como la norma MECI, Modelo Estàndar de Control Interno, desarrollado a través de la cooperación Internacional con la Agencia de los Estados Unidos (USAID), y en el sector salud, el Proyecto de Garantía de Calidad PGC por la Oficina de Salud, Dirección de Ciencia y Tecnología, de la Agencia de los Estados Unidos para el Desarrollo Internacional que además ofrece apoyo técnico a los países elegibles para recibir la asistencia de la USAID. Es así como se plantea, el Manual de Gestión General de Calidad como la forma de complementar dichos sistemas que apuntan a objetivos comunes como el desarrollo organizacional, la eficiencia, la satisfacción del usuario, y la calidad como política fundamental, entre otros aspectos; para desarrollar un sistema único e integral que cumpla con todos los parámetros que se han determindado para las Empresas Sociales del Estado que cumplen una función de impacto social, la prestación de servicios de salud. Por lo anterior, hace algunos años un grupo de profesionales y empresas se reunieron para crear una norma general de calidad, que fuera conocida a nivel mundial y que se aplicara de tal forma que fuera identificable por todas las personas. Estas normas ISO es sus diferentes versiones 9000, 14000, 18000 etc., buscan certificar que las empresas han cumplido con los parámetros básicos de calidad en cada una de sus especialidades, como son gestión de la calidad, medio ambiente, seguridad industrial. Para el cumplimiento de los estándares de la norma es indispensable documentar los procesos en toda la organización con el fin de realizar un seguimiento de todas las actividades encaminadas a la certificación, esto implica el conjunto de acciones sistemáticas, continuas y deliberadas, las cuales son dirigidas a evitar, prevenir o resolver oportunamente, situaciones que puedan afectar de manera negativa la obtención de los mayores beneficios posibles para los clientes, con los menores riesgos. Basado en lo anterior, el Ministerio de Protección Social en su misión de velar por un adecuado servicio de salud para la población colombiana, ha diseñado el sistema obligatorio de garantía de calidad de la atención de salud, con la que busca que, en determinado plazo, todas las entidades e instituciones prestadoras de salud obtengan dicha acreditación, al igual que cada uno de sus componentes, en este caso en particular, el Laboratorio clínico del Hospital San Juan de Dios de Armenia-Quindío.
