S Army It therefore becomes the duty of quartermasters to whom apportionments and allotments are made, to so manage the business of the department as not to exceed them "Except upon the happening of some extraordinary emergency or unusual circumstance which could not be anticipated at the time of making such apportionment." 4. The accounting and cost keeping provided for is necessary in order that the chief and other quartermasters may know the status of their apportionments and allotments, to enable the Quartermaster-General to prepare and submit to the Secretary of War, for transmission to Congress, estimates for future appropriations, and to intelligently explain to Congress the needs of the Army under the various items for which funds are estimated. 5. In time of war, by the very nature of things, the limitation as to appropriations, etc., is necessarily removed, and the necessity for the cost keeping required where appropriations are definite as to amount and purposes, as in time of peace, will not exist; but the fundamental principle of providing funds to chief and other quartermasters with which to conduct the business, remains the same, and funds, when required, will be furnished upon estimates by an actual transfer of money, to be applied directly to the purpose for which required. The sums so transferred would be in lieu of the apportionments and allotments above referred to. 6. Army appropriation act. - All supplies and services furnished for the maintenance of the Army by the Quartermaster's Department are procured from funds appropriated therefor annually by an act of Congress entitled "An act making appropriations for the support of the Army," etc., generally referred to as "the Army appropriation act." The cost of all such supplies and services is charged to the appropriation or appropriations indicated by the wording of the act and the purpose for which the article or the service is required. 7. Analysis of appropriation act. - The specific items of the several appropriations, under some one of which all supplies and services must be furnished and therefore charged, are shown in an analysis of so much of the Army appropriation act as pertains to the Quartermaster's Department, published by the Quartermaster-General. Book excerpt: Excerpt from Quartermaster and Ordnance Supply: A Guide to the Principles of the Supply Service of the United States Army On May 5, 1917, the Storage Committee of the Council of National Defense requested the School of Commerce and Administration of the University of Chicago to offer a course in army supply work. This request was later supported by the Ordnance Department and the Quartermaster Corps. The course was organized and has just been given for the third time. The numbers taking it and the frequency of requests for an outline of its subject-matter have seemed to justify putting this subject-matter into accessible form. An appropriate title for the book would have been "Army Supply Work." Although the work of only two army bureaus is considered in extended form, the principles developed are applicable to the supply work of other departments. Not all phases of this supply work have been treated. Manufacturing operations, the work of constructing quartermasters, and the work of paymasters are some of the outstanding exclusions. Numerous changes are now being made in the details of our army supply work, but no great modifications seem likely to occur in its fundamental principles. In view of this situation and also in view of the existence of various books and manuals concerning themselves with details, it has seemed that this book would render its best service by presenting the general outline or basic principles of supply work, with only such use of details as would be helpful in showing how the principles are applied. Anyone who has mastered the principles concerned will not find himself at a loss when changes are ordered in technical details. Adequate acknowledgment cannot be made of the cordial cooperation which has been received from every side. Worthy of particular mention are: the long periods of overtime work by an already heavily burdened office force and library staff, the material furnished by the Quartermaster Corps School connected with the Philadelphia Depot, and the contributions of the instructing staff. Ross, a graduate of Hamilton College (clinton, has done graduate work in Germanics at the University of Berlin and at Harvard. Commissioned in the Field Artillery, aus, in 1942, he then received training as a prisoner of war interrogator at Camp Ritchie, Md and served in the G - 2 Division in the Pentagon. He was an assistant mili tary attaché in Turkey from 1943 to 1946, and was then employed in the National Archives for a year, surveying the federal records created during the war. He is one of the coauthors of Federal Records of World War II: The Military Agencies (washington, Returning to active mili tary duty late in 1947, he was assigned to ocmh in various capacities for nearly four years. During that time he was the last Army-sponsored editor of Military Affairs, and later was senior member of the team that translated and edited the German Reports Series of Department of the Army pamphlets. He was transferred to the Historical Divi sion, u.s. Army, Europe, in 1951, and while there edited and brought to press the Guide to Foreign Military Studies, 1945-54: Catalog and Index (darmstadt, During the years 1957 - 61, when Mr. Ross was engaged in writing The Quartermaster Corps: Operations in the War Against Germany, he was a civilian employee in the Historical Branch, Office of The Quartermaster General. He is now Assistant Historian, Defense Supply Agency. Charles F. Romanus is coauthor of three volumes on the China - Burma India Theater already published in the series united states army IN world war II: Stilwell's Mission to China Stilwell's Com mand Problems and Time Runs Out in cb] He received the degree of Master of Arts in history from the University of Illinois and pursued his work for a doctorate at Louisiana State University, where he was a teaching fellow in history. Except for the 3-year period (1953-56) during which he worked on the present volume as a member of the Historical Section, Office of The Quartermaster General, he has been on the staff of the Office of the Chief of Military History since 1946, serving presently as Chief, General Refer ence Branch.
