El 15 de mayo de 1951, el papa León XIII publicaba la encíclica Rerum novarum. Era la postura de la Iglesia Católica ante el cambio brutal que la Revolución Industrial estaba suponiendo para la sociedad y sobre todo para la clase trabajadora, relegada a una categoría meramente instrumental. El presente libro explica cómo nació la llamada “cuestión social” en el seno de la Iglesia, es decir, la toma de conciencia del trastorno producido por el encuentro del progreso material con el decaimiento de los principios ético-sociales. Hoy la “cuestión social” se ha ido convirtiendo en “cuestión antropológica”, no limitada a las formas de propiedad y las relaciones laborales sino abarcante de todo lo humano. Por eso, la Doctrina Social de la Iglesia también ha evolucionado, a pesar de declararse consciente de lo mucho que le queda por hacer. En este sentido, hay cuestiones de especial importancia todavía pendientes, como dejar claro que no hay justicia sin libertad, ni libertad sin justicia. Por esta razón, el autor refleja en los textos que la justicia no se alcanza si se aplica solo la razón, que hay que generar una reciprocidad fraterna, y eso requiere contar con la dimensión religiosa. El libro se introduce también en otro gran asunto: la confusión entre comunidad política y Estado. El autor reclama reducir este último al carácter de instrumento de la autoridad legítima –que es para lo que nació–, y revisa la doctrina sobre el origen de la autoridad y las formas de gobierno dando prioridad a la participación sobre la representación.
