It establishes the framework for delegation of authorities for the conduct of civilian personnel matters within the Department of the Army. It consolidates certain Army policies and procedures relating to civilian personnel management. This regulation applies to DA Civilian appropriated fund employees, in the competitive and excepted services, and to U.S. Army Reserve technicians. It does not apply to Army National Guard technicians employed under Title 32, United States Code, unless specifically made applicable by the Chief, National Guard Bureau. The Department of the Army has several alternate personnel systems, for which certain portions of this AR may not apply. The affected organizations received approval from Congress, Office of Personnel Management, or the Department of Defense to establish their own personnel policies and procedures. Book Attitudes Aptitudes and Aspirations of American Youth

Download or read book Attitudes Aptitudes and Aspirations of American Youth written by National Research Council and published by National Academies Press. This book was released on 2003-02-01 with total page 343 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recruiting an all-volunteer military is a formidable task. To successfully enlist one eligible recruit, the Army must contact approximately 120 young people. The National Research Council explores the various factors that will determine whether the military can realistically expect to recruit an adequate fighting force-one that will meet its upcoming needs. It also assesses the military's expected manpower needs and projects the numbers of youth who are likely to be available over the next 20 years to meet these needs. With clearly written text and useful graphics, Attitudes, Aptitudes, and Aspirations of American Youth offers an overview of important issues for military recruiters, touching on a number of important topics including: sex and race, education and aptitude, physical and moral attributes, and military life and working conditions. In addition, the book looks at how a potential recruit would approach the decision to enlist, considering personal, family, and social values, and the options for other employment or college. Building on the need to increase young Americans' "propensity to enlist," this book offers useful recommendations for increasing educational opportunities while in the service and for developing advertising strategies that include concepts of patriotism and duty to country. Of primary value to military policymakers, recruitment officers, and analysts, Attitudes, Aptitudes, and Aspirations of American Youth will also interest social scientists and policy makers interested in youth trends.

Book Civilian Workforce Planning in the Department of Defense

Download or read book Civilian Workforce Planning in the Department of Defense written by Susan M. Gates and published by Rand Corporation. This book was released on 2006 with total page 167 pages. Available in PDF, EPUB and Kindle. Book excerpt: In response to more than a decade of downsizing and restructuring, the Department of Defense (DoD) is engaged in a human-resources strategic planning effort to address resulting imbalances in both skills and experience levels in many parts of DoD. The current human-resources strategic plan addresses the need to provide management systems and tools to support total workforce planning and informed decisionmaking (U.S. Department of Defense, 2003b). Attention to Department-wide civilian workforce planning stems in part from the President's Management Agenda of 2001 and the continuing assessments of Department-level progress on workforce planning. DoD civilian workforce-planning efforts are complicated and, at the same time, made more important by the implementation of the National Security Personnel System (NSPS), slated to begin in 2006. The NSPS will replace the traditional federal civil service personnel management system within DoD, providing DoD managers with more management flexibility.
