Book excerpt: An increasing number of landings of illegal migrants on the coast of Italy and Spain, but also the recent riots, car-burnings, and street battles that occurred all across France and that have been attributed to the migrant community, seem to indicate that migration is likely to stay high on the European policy agenda for some time. The flow of migrants from poor to rich countries does not, however, constitute a typically European problem. V. S. public policy has also been facing a continued (legal and illegal) inflow of labor from different regions, notably Mexico and other Latin American countries. And similar developments in other advanced countries (Australia, Canada) as weil as in selected fast-growing emerging markets in Eastern Europe and East Asia imply that these countries too are being compelled to adjust their public policies in order to relieve migratory pressures and deal with their consequences. The world economy already saw rising cross-border labor flows in the 1990s and most forecasts predict that South-North and South-South migration will re main at relatively high levels over the next decades and possibly even turn into a major global challenge for policy makers in the 21st century.

Yet not much detailed empirical research has been completed about the trajectories and experiences of these highly skilled or highly educated international migrants. What little is known about these forms of "global mobility," and the politics that surround them, contrasts with the abundant theories and accounts of other types of international migration--such as low income economic migration from less developed to core countries in the international political economy. Drawing on the work of a long-standing discussion group at the Center for Comparative and Global Research of UCLA's International Institute, this collection bridges conventional methodological divides, bringing together political scientists, sociologists, demographers, and ethnographers. It explores the reality behind assumptions about these new global migration trends. It challenges widely held views about the elite characteristics of these migrants, the costs and consequences of the brain drain said to follow from the migration of skilled workers, the determinants of national policies on high skilled migrants, and the presumed "effortlessness" of professional mobility in an integrating world. The volume also sheds new light on international student migration, the politics of temporary, non-immigrant workers in the United States, new international forms of regulating movement, and the realities of the everyday lives of multinational employees in the world's transnational cities. Key differences between the regional contexts of this migration in Europe, North America, and the Asia-Pacific are also emphasized.

Labor Movement suggests that the international migration of workers is necessary for the survival of industrialized economies. The book thus turns the conventional view of international migration on its head: it investigates how migration regulates labor markets, rather than labor markets shaping migration flows. Assuming a critical view of orthodox economic theory, the book illustrates how different legal, social and cultural strategies towards international migrants are deployed and coordinated within the wider neo-liberal project to render migrants and immigrants vulnerable, pushing them into performing distinct economic roles and into subordinate labor market situations. Drawing on social theories associated with Pierre Bourdieu and other prominent thinkers, Labor Movement suggests that migration regulates labor markets through processes of social distinction, cultural judgement and the strategic deployment of citizenship. European and North American case studies illustrate how the labor of international migrants is systematically devalued and how popular discourse legitimates the demotion of migrants to subordinate labor. Engaging with various immigrant groups in different cities, including South Asian immigrants in Vancouver, foreigners and Spätaussiedler in Berlin, and Mexican and Caribbean offshore workers in rural Ontario, the studies seek to unravel the complex web of regulatory labor market processes related to international migration. Recognizing and understanding these processes, Bauder argues, is an important step towards building effective activist strategies and for envisioning new roles for migrating workers and people. Countries of the Association of Southeast Asian Nations (ASEAN) are now the origin of 8 percent of the world's migrants. These countries host only 4 percent of the world's migrants but intra-regional migration has turned Malaysia, Singapore, and Thailand into regional migration hubs that are home to 6.5 million ASEAN migrants. However, significant international and domestic labor mobility costs limit the ability of workers to change firms, sectors, and geographies in ASEAN. This report takes an innovative approach to estimate the costs for workers to migrate internationally. Singapore and Malaysia have the lowest international labor mobility costs in ASEAN while workers migrating to Myanmar and Vietnam have the highest costs. Singapore and Malaysia's more developed migration systems are a key reason for their lower labor mobility costs. How easily workers can move to take advantage of new opportunities is important in determining how they fare under the increased economic integration planned for ASEAN. To study this question, the report simulates how worker welfare is affected by enhanced trade integration under different scenarios of labor mobility costs. Region-wide, worker welfare would be 14 percent higher if barriers to mobility were reduced for skilled workers, and an additional 29 percent if barriers to mobility were lowered for all workers. Weaknesses in migration systems increase international labor mobility costs, but policy reforms can help. Destination countries should work toward systems that are responsive to economic needs and consistent with domestic policies. Sending countries should balance protections for migrant workers with the needs of economic development.

The Conference was held under the patronage of H.H. Sheikh Mansour Bin Zayed Al Nahyan, UAE Deputy Prime Minister and Minister of Presidential Affairs, and was jointly organized by the Ministry of Foreign Affairs, the Ministry of Labor, the ECSSR and the National Qualification Authority. It was convened in association with the GCC Council of Ministers of Labor, the Government of Sweden – current Chair of the Global Forum on Migration and Development (GFMD) – the International Organization for Migration and the World Bank. The papers presented at the Conference, compiled in this volume, provide a variety of informed views on labor mobility as an enabler for human, economic and social development. They explore migration policy and governance in the GCC states; the potential for research collaboration between migrant-sending and -receiving countries; the impact of Indian labor migration to the GCC states; the relationship between remittances and economic cycles in home and host countries; and the implications of labor mobility for families and households.
