Spencer believes we are no longer in a global capitalist-society, and provides the description of the emerging global corporatist-society. He provides what he called: 'Transforming Structure of Epoch-Making' needed for African socio-economic development in the current emerging age of global corporatism. Spencer provides a new government structure and a new socio-economic system for African States, and argued it to be a strand of the ancient African-Socialism that has been the deep-rooted aspirations of the African leaders to return since independent of African States from western colonial rule. Spencer argued that our African leaders in the independent Africa in the 1960s had caused offence to the western-mores in their course to reject the western-built capitalism. He felt compelled to offer his apologies to the western-States' leaders of the 1960s and raised his 'hat in hand' as a symbol of his apologies. Spencer believes that the economic development of Africa in this current generation to achieve the economic self-sufficiency subsistence is associated with the emerging global corporatist economy. He advocates for a non-monetary economy and the abolition of political institution amongst his numerous novel ideas and theories.

To put words into action, Omolaja has created an online opinion poll calling for an intracontinental referendum for a United African States [UAS]. He calls on all young generation of Africa to participate, and the result, which would be presented to the African Union (AU) and all African leaders, to make it clear and demand for its implementation as the voice of the people of Africa both in the HomeLand and diaspora, that this is how we, the young generation of Africa, wish to be governed and design the future of our future African generation. The subsequent independence of Montenegro and Kosovo brought the total number to seven. Balkan scholar and diplomat to the region Mieczyslaw P. Boduszynski examines four of those states—Croatia, Slovenia, Macedonia, and the Federal Republic of Yugoslavia—and traces their divergent paths toward democracy and Euro-Atlantic integration over the past two decades. Boduszynski argues that regime change in the Yugoslav successor states was powerfully shaped by both internal and external forces: the economic conditions on the eve of independence and transition and the incentives offered by the European Union and other Western actors to encourage economic and political liberalization. He shows how these factors contributed to differing formulations of democracy in each state. The author engages with the vexing problems of creating and sustaining democracy when circumstances are not entirely supportive of the effort. He employs innovative concepts to measure the quality of and prospects for democracy in the Balkan region, arguing that procedural indicators of democratization do not adequately describe the stability of liberalism in post-communist states. This unique perspective on developments in the region provides relevant lessons for regime change in the larger post-communist world. Scholars, practitioners, and policymakers will find the book to be a compelling contribution to the study of comparative politics, democratization, and European integration.

Book excerpt: Though it is rarely explicitly articulated, many believe that there is no "public" in the Middle East. Scholarship on the Middle East and North Africa almost always engages with politics-a prominent focus of this region-yet the assumed absence of public spaces and fora has led many to think that debate, consensus, and concerted social action are antithetical to the cultural, religious, and national heritage of the region. It is a mistake to exclude the public dimension from the study of processes in this region. Recent studies have demonstrated not only the critical importance of the public in everyday practices of the MENA region, but they have also shown how the term and notion of the public sphere can be used productively to advance understandings of collective life. The first section of this volume offers alternative conceptions of the public sphere through rich and innovative theoretical analysis. Philosophical investigations focus on the role of collective action, the relationship between nationalism and democracy, and the notions of the public employed by socioreligious movements. The second section addresses a wide range of counter-hegemonic discourses and practices that enable the public sphere, such as memoirs, testimonies, strategies of surveillance, the Tehran bazaar, and the movements of migratory workers. The third section provides empirical accounts of the way in which mutual communication through technology has vitally expanded the notion of the public in the MENA region. In conclusion, conflict and resistance are shown to be generative forces in public discourse and debate and in the production of national publics.

This study explores state-civil society relations in contemporary Uganda, from 1986 to the present, in order to illustrate and explain the scope for and capacity of different social forces to create access to and democratise the state. The study interrogates state-civil society relations under the incumbent National Resistance Movement government as these are expressed through forms of interest representation and conflict regulation in different political arenas. It analyses this problem through an empirical study of the health sector at both national and local levels. Changes in the health regime - the rules and practices that regulate health politics - are analysed by a historical reconstruction of how different health regimes evolved from demands from social forces on the colonial and post-colonial state, in relation to broader patterns of political change. The ruling political coalition from 1986 has promoted a model for capitalist development based on donor-driven economic growth, institutional reform and political monopoly - what is referred to in the study as technocratic governance. Throughout, however, the technocratic tendency has been shaped in relation to the political economy of militarism as a more openly repressive form of authoritarian rule. The study argues that limits to democratisation of state society relations within the health sector and of Ugandan politics at large are best explained by relations of domination in society, within the state and among external political forces.
