For decades France had been free of famine, but the fall grain harvest had been meager, and the government of the newly crowned King Louis XVI had issued an untimely edict allowing the free commerce of grain within the kingdom. Prices skyrocketed, causing riots to break out in April, first in the market town of Beaumont-sur-Oise, then sweeping through the Paris Basin for the next three weeks. Known as the Flour War, or the guerre des farines, these riots are the subject of Cynthia Bouton's fascinating study. Building upon French historian George Rud&é's pioneering work, Bouton identifies communities of participants and victims in the Flour War, analyzing them according to class, occupation, gender, and location. As typically happened, crowds of common people (menu peuple) confronted those who controlled the grain-bakers, merchants, millers, cultivators, and local authorities. Bouton asks why women of the menu peuple were heavily represented in the riots, often assuming crucial roles as instigators and leaders. In most instances, the people did not steal the provisions but forced those they cornered to sell at a price the rioters deemed &"just.&" Bouton examines this phenomenon, known as taxation populaire, and considers the growing &"sophistication of purpose&" of rioters by placing the Flour War within the larger context of food riots in early modern Europe.

CHAPTER VI The Ceremonies Of The Jubilee In the still unpublished diary1 of Francesco Mucanzio, papal master of ceremonies at the close of the sixteenth century, we find that distinguished rubrician in December, 1574, discussing at some length the ritual to be used in the unwalling of the Holy Door at the forthcoming celebration of the Jubilee. He tells us that as the time for the ceremony drew near he went to his Holiness Pope Gregory XIII. and submitted to him a memorandum concerning the preparations to be made, and the things to be then observed. It appears, however, that his colleague in the office of master of ceremonies also went to the Pope with a similar programme, which he declared to be that which had been followed by Julius III. in the year 1550. "It differed very little from mine," says Mucanzio, "except in the versicles and responses. Those which I had set down were taken from an ancient roll (a quodam rotulo antiquo) used in the time of Clement VII., and of these versicles there was probably no accurate copy forthcoming in 1550 on account of the pillage and disasters to which the city had been subjected [he refers presumably to the sack of Rome in 1527]; hence they had been somewhat altered. My opinion was that out of the two sets which we had before us, a third more appropriate than either might have been drawn up, but when the matter was proposed in the Congregation of Cardinals appointed for the revision of ceremonies, they decided that as regards the versicles 1The copy here quoted is contained in MS. As he told me on more than one occasion, he had every intention of bringing out another edition. In Marc Bloch's own mind this was not simply a matter of reissuing the original text. He knew, none better, that time stops for no historian, that every good piece of historical writing needs to be rewritten after twenty years: otherwise the writer has failed in his objective, failed to goad others into testing his foundations and improving on his rasher hypotheses by subjecting them to greater precision. Marc Bloch was not given time to refashion his great book as he would have wished. One wonders whether he would in fact ever have brought himself to do it. I have the impression that the prospect of this somewhat dreary and certainly difficult task (however one may try to avoid it, revision of an earlier work is always hampered by the original design, which offers few easy loopholes for escape) held less appeal than the excitement of conceiving and executing an entirely new book. However this may be, our friend has carried this secret, with so many others, to his grave. The fact remains that one of our historical classics, now more than twenty years old, is due for republication and is here presented to the reader.
