Available in PDF, EPUB and Kindle. Book excerpt: Some nonprofit organizations (NPOs) manage a complex workforce composed of a mix of volunteers, part- time workers, and full-time workers. We study the NPO's finite-horizon staffing problem to determine the optimal initial staff planning decisions and per period optimal hiring and assignment decisions given a budget, capacity constraints, and an uncertain supply of volunteers and part-time workers. Our main goal is to solve this problem in a way that is effective and easy to implement, while obtaining interesting managerial insights. To this end, we first demonstrate that the optimal staffing policies are computationally challenging to identify in general. However, we demonstrate that a prioritization assignment policy and a hire-up-to policy for part-time workers can be conveniently applied and are close to optimal. These policies are, in fact, optimal under staff scarcity and staff sufficiency. In our numerical analysis, we study the value and impact of the general optimal solution that considers flexibility and turnover of part-time workers versus the prioritization assignment policy and a constant hire-up-to policy that omit flexibility and turnover behaviors. We further suggest two easy-to-implement heuristics and theoretically analyze them and run a numerical performance study. We observe that both heuristics have low relative optimality gaps. Finally, we extend our analysis by studying how the optimal policy varies under three different practical considerations: a concave social value objective, non-zero volunteer costs, and dynamic volunteer behaviors.

Academics examine it from a variety of disciplines and practitioners experience it in a variety of contexts. However both approaches have limitations. In academia we go to public administration schools to learn about public and nonprofit management, to business schools to apply the principles of private enterprise to nonprofit management, to sociology departments to study the phenomena of volunteerism, to psychology departments to understand the motives of volunteers, and economics departments to examine the value or economic worth of volunteerism. The liability of the academic approach is the segmentation of study and research into departmental areas. The study of volunteers and volunteerism needs to cross all of these organizational and discipline boundaries to be fully appreciated and understood as a field of interest. In contrast, practitioners view volunteer management from their own unique experiences. They try to gauge success in volunteer management based on what they have encountered in particular organizations, towns, cultures, and countries in which they work. As important as these insights are, they are difficult to generalize beyond local settings. Just because an individual has been successful in working with volunteers, it does not mean that the lessons learned in one situation can be translated to others under all conditions. The target audience for this volume is anyone who manages volunteers. But nonprofit human resource management possesses an additional complexity arising from the diversity of its workers. While a part of the workforce gets paid and is regularly employed, a nonprofit organization also depends highly on the active participation of volunteers to the cause. The present study aims at addressing the topic of human resource management within nonprofit organizations by looking more deeply into the differences and similarities between the management of volunteers and paid employees. The analysis addresses eight dimensions of human resource management: leadership, quality of work-life, industrial relations, communication, appraisal, reward, employment, and development. A first section reviews the grounded theories in the fields of human resource management, nonprofit organizations, volunteer management, as well as studies about motivations of paid employees and volunteers. After the identification of first assumptions, the study of an empirical case will be presented to complement these theoretical findings. The human resource practices of Terre des Hommes Valais, a humanitarian nonprofit organization based in Switzerland, are presented in a second section. The practical findings will enable to create a model of human resource management for nonprofit organizations employing paid and unpaid workers. In addition, the case study identifies two key success factors of nonprofit organizations: the clear definition of tasks and the separated organizational structure. The conclusions inferred from the theoretical and empirical analysis are of great interest for managers of nonprofit organizations working wit.
