Vigilantism has become an endemic feature of the Nigerian social and political landscape, especially so since the return to democratic rule in 1999. Vigilantes have assumed a status synonymous with the fractured and violence-ridden image of Africa's most populous nation. Beyond fighting crime, vigilante groups such as the O'odua People's Congress, the Bakassi Boys and the shari'a implementation committees represent divergent aspirations for Nigeria's future, and spearhead contemporary political contests over the country's most intractable issues - the politics of democracy, ethnicity and religion. Set against global trends in the privatization of policing, and emergent forms of armed insurgency across the African continent, this collection draws on anthropological and historical perspectives to situate vigilantism within historical trajectories, and within localized idioms of power, knowledge and accountability.

Self-justice and legal self-help groups have been gaining importance throughout Africa. The question of who is entitled to formulate 'legal principles', enact 'justice', police 'morality' and sanction 'wrongdoings' has increasingly become a subject of controversy and conflict. These conflicts focus on the strained relationship between state sovereignty and citizens' self-determination. More particularly, they concern the conditions, modes and means of thelegitimate execution of power, and in this volume are seen as a diagnostics as to how social actors in Africa debate and practise socio-political order. State agencies try to bring vigilante groups under control by channelling their activities, repressing them, or using them for their own interests. Vigilante groups usually must struggle for recognition and acceptance in local socio-political spheres. As several of the contributions in the volume show, legal self-help groups in Africa therefore 'domesticate' themselves by, among other things, seeking legitimation, engaging in publicly acceptable non-vigilante activities, or institutionalizing what often began as a rather unrestrained and 'disorderly' social movement. Book excerpt: Kano is a city where a multi-layered form of community policing was established in the era of the rollback of the state in social provisioning in the midst of ever-increasing armed banditry and crime. Between 1985 and 2005, vigilante groups were established in almost all the neighbourhoods of Kano with the support of the traditional authority and community leaders. However, government interference, political instrumentalisation and inadequate support undermined its critical rote. Part of the rationale for the Police Community Relations Committee (PCRC) in Sabongari lies not in the efficacy of such initiative in reducing the incidence of crime but to confer a sense of identity, control of crime and security. The contradiction in PCRC could be located in the pathological fixation of police on corruption, which alienated and depressed the public from providing valuable information for crime control. The activities of vigilante groups and Hisba have reduced the high rate of juvenile delinquency in metropolitan Kano. The litmus test for Hisba in the implementation of Sharia law would be how it could reconcile the social diversity in a multicultural society such as Kano to ensure security and social harmony. The study concludes that the gap between different forms of vigilante groups, conflicting political motivations and the near discordant relations with the police, produced a dysfunctional mechanism for crime control.

Book excerpt: The Control of Violence in Modern Society, starts from the hypothesis that in modern society we will face an increasing loss of control over certain phenomena of violence. This leads to unpredictable escalations and violence can no longer be contained adequately by the relevant control regimes, such as police, state surveillance institutions, national repression apparatuses and international law. However, before investigating this hypothesis from an internationally and historically comparative perspective, the terms and "tools" for this undertaking have to be rendered more precisely. Since both "control" and "violence" are all but clear-cut terms but rather highly debatable and contested concepts that may take multiple connotations. The main question is whether an increase in certain forms of violence can be explained by the failure or, in turn, "overeffectiveness" of certain control mechanisms. It is asked, for instance, which contribution religion can make to limit violence and, in turn, which destructive potential religion might have in its fundamentalist form. Moreover, the concept of individual self-control as well as social institutions and strategies of collective disengagement and de-radicalization are investigated with regard to their potential for controlling violence. The Control of Violence in Modern Society concludes with a re-examination of the hypothesis of a loss of control by specifying in what cases and under which circumstances we can speak of a loss of control over violence.

This is puzzling given the country's celebrated transition to democracy and massive reform of the state's legal institutions. Where most studies explain vigilantism as a response to state or civic failure, in Contradictions of Democracy, Nicholas Rush Smith illustrates that vigilantism is actually a response to the processes of democratic state formation. In the context of densely networked neighborhoods, vigilante citizens often interpret the technical success of legal institutions-for instance, the arrest and subsequent release of suspects on bail-as failure and work to correct such perceived failures on their own. Smith also shows that vigilantism provides a new lens through which to understand democratic state formation. Among young men of color in some parts of South Africa, fear of extra-judicial police violence is common. Amid such fear, instead of the state seeming protective, it can appear as something akin to a massive vigilante organization. An insightful look into the high rates of vigilantism in South Africa and the general challenges of democratic state building, Contradictions of Democracy explores fundamental questions about political order, the rule of law, and democratic citizenship.
