The 2016 referendum vote to leave the EU marked a turning point in the UK’s political system. SIMSARC 2018, organised by Symbiosis Institute of Management Studies, focussed on the aforementioned idea and invited eminent speakers from academia and industry, all over the world, to share their views on the importance of the 4Cs; Communication, Commerce, Connectivity and Culture for businesses and society. The conference had 4 sub-themes viz. Communication, Commerce, Connectivity and Culture which were the plenary sessions for the conference. The highlight of the “communication: Role of AI, Big Data and IoT in Business” track was the papers which were from broad range of Internet of things (IoT), big data, role of technology, Artificial Intelligence among other aspects of communication. The panel speakers gave insight as to how communication is important for business not only for across boundaries but within a country as well. Another session was on “Culture: An indigenous way” where speakers deliberated on the cultures prevailing in different organisations, countries and societies. From a ‘we together’ attitude in some country to a ‘me first’ attitude in the other, cultural similarities and dissimilarities across nations were discussed in this track. The session witnessed some relevant questions from the audience on issues of language barriers and its effect on businesses. Language and cultural barriers are something which are inevitable but one needs to be adoptive and should learn languages to mitigate these barriers. “Connectivity: Backbone for development” was another plenary discussion where increase in connectivity through various social media platforms such as Facebook, Twitter, WhatsApp was discussed and deliberated where the focus was whether human beings are still emotionally connected or not. The critical role of technology was emphasized along with importance of human to human interaction. No matter how much technology comes in play, human connections will never die as this was concluded by speakers as Technolgoy may not be able to take away the emotional connect. Another track, “Commerce: Fuel for economy” where the panellist spoke about growth, price discrimination, financial markets, inequality etc. Investor’s education is one of the most important aspect to take the investors to level where they understand financial market and this will help in investment activity in the market. Sustainability was another concern highlighted by the speakers and they pointed that policies should work towards attaining sustainability in the market and try to bridge the gap between skills and jobs available in the country. Researchers from all over the country, belonging to academic institutes and industry, presented their research ideas on the 4C’s. These research works ranged from digital transformation, IOT, team dynamics and organisation culture to infrastructural issues, e-commerce, banking and corporate governance, the research works presented covered a plethora of policy issues where each one of them is the need of the hour. The deliberations from renowned academicians who came from different parts of the world along with top industrialist, bureaucrats, entrepreneurs, NGOs immensely contributed to the existing bodies of work. They emphasized on the importance of right policies to promote communication, connectivity, facilitating commerce and preserving culture among societies. Overall, the conference witnessed a brainstorming session with scholars and experts and it surely did pave the way for future research.

Book excerpt: The diversity of knowledge surrounding behavioural insights (BI) means in the policy sciences, although visible, remains under-theorized with scant comparative and generalizable explorations of the procedural prerequisites for their effective design, both as stand-alone tools and as part of dedicated policy 'toolkits'. While comparative analyses of the content of BI tools has proliferated, the knowledge gap about the procedural needs of BI policy design is growing recognizably, as the range of BI responses grows in practice necessitating specific capabilities, processes and institutional frameworks to be in place for their design. This Element draws on the literature on policy design and innovation adoption to explore the administrative, institutional and capacity endowments of governments for the successful and appropriate integration of BI in existing policy frameworks. Further, we present three illustrative cases with respect to their experience of essential procedural endowments facilitating for the effective integration of BI in policy design.

The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).

Book excerpt: The Greater China Australia Dialogue on Public Administration has held annual workshops since 2011 on public administration themes of common interest to the People’s Republic of China, Taiwan and Australia. This book presents and discusses a selection of papers developed from the Dialogue’s fifth workshop held in late 2015 hosted by the National Taiwan University in Taipei. The theme, ‘Value for Money’, focused on budget and financial management reforms, including how different nations account for the relative performance of their public sectors. All governments face the challenge of scarce resources requiring budgetary management processes for identifying the resources required by and available to government, and then for allocating them and ensuring their use or deployment represents value for money. Such budgetary and financial management processes need to inform decision-making routinely and protect the integrity of the way public resources are used – with some public accountability to indicate that their uses are properly authorised and reflect the policies of legitimate government leaders. The chapters in this book explore budgeting and financial management in three very different jurisdictions: Australia, the People’s Republic of China and the Republic of China (Taiwan). These activist and at times innovative countries are keen to analyse and reflect upon each other’s policy achievements and patterns of public provision. They are keen to learn more about each other as their economic and social engagement continues to deepen. They are also conscious that fundamental differences exist in terms of economic development and global strategic positioning, and levels and philosophies of political development; to an extent these differences are representative of differences amongst countries around the globe.
