Book excerpt: The increase in commercial fisheries production over the last 50 years has been accompanied by an increase in the level of incidental catch and discarding of a number of species. Approximately one quarter of the marine commercial catch destined for human consumption is discarded at sea. This has raised the concern of a number of groups in society, including environmentalists, humanitarians and fishers themselves. In this paper, the economic incentives to discard fish are examined. The effects of different managemenet policies on these incentives are also investigated. The concept of an optimal level of discarding is discussed taking into account the externalities that can be created by discarding. Finally, the effectiveness of various measures to reduce the level of discarding is reviewed. these including technical, administrative and economic measures.

Book excerpt: The Guidelines to Prevent and Reduce Bycatch of Marine Mammals in Capture Fisheries were produced by FAO in response to the request from the Committee on Fisheries at its Thirty-third Session in 2018 to develop technical guidelines on this subject, and are directed at decision-makers, planners, managers and all those involved in developing and implementing policy and technical interventions which relate to the bycatch of marine mammals in fisheries.The guidelines were drafted and developed through a series of activities undertaken by FAO, including the Expert Workshop on Means and Methods for Reducing Marine Mammal Mortality in Fishing and Aquaculture Operations and the Expert Meeting to Develop Technical Guidelines to Reduce Bycatch of Marine Mammals in Capture Fisheries. They outline options for marine mammal bycatch reduction through the application of technical measures, including: spatial closures, the use of acoustic deterrents or alerting devices, modifications to fishing gear, changes in fishing operations and other strategies. The document refers to policy instruments and institutional frameworks that support the implementation of the guidelines and the conservation of marine mammals, in addition to awareness raising, communication and capacity-building actions, together with the special requirements of developing States. Finally, the guidelines address the future research and development needs for the prevention and reduction of marine mammal bycatch in capture fisheries.

Book excerpt: The project “Sustainable management of bycatch in Latin America and Caribbean trawl fisheries” was financed by GEF, implemented and executed by FAO. With an overall evaluation rating of Highly Satisfactory, the assessment has identified notable results in strengthening regional collaboration, improving legal frameworks and co-management mechanisms; successful trials of bycatch reduction devices; and building capacity, including of women. The global environment objective (GEO) and the project development objective (PDO) were partially achieved, reflecting the over-ambitiousness of the design. However, the enabling environment created, and the transformational results will contribute towards achievement of these objectives in the long-term. Strategic partnerships and the high level of stakeholder engagement including the private sector contributed to successful delivery. Recommendations include actions to be taken by the project partners and stakeholders to build on the project results to achieve sustainable, long-term impact; thematic areas for follow-up projects; more realistic project objectives and improvement in institutional arrangements and administrative procedures for future projects; sustaining partnerships; enhancing livelihoods and empowerment of women fish workers; and better communication and knowledge management.

Book excerpt: The Workshop on Bycatch Management and Low-impact Fishing held in Kuwait City, the State of Kuwait, on 9-12 December 2012 was convened to develop the concept of a Regional Action Plan on how bycatch can be more effectively managed and to reduce impacts of fishing on the environment. The meeting reviewed the current knowledge on bycatch in the Regional Commission for Fisheries (RECOFI) / Gulf Cooperation Council region and considered priority follow-up action. The workshop adopted a draft concept document in the form of a Regional Action Plan for managing the environmental impacts of fishing in the RECOFI region. Workshop participants agreed that the primary objective a regional action plan was to ensure the longterm livelihoods of those involved in the fisheries sector through the adoption of responsible fishing practices and that elements of the plan should interalia: (i) prioritize responsible fishing through embedding the ecosystem approach to fisheries (EAF) in relevant national policies, (ii) minimize the impact of trawling on the sensitive habitats and reduce the impact on vulnerable species, both target and non-target, (iii) provide a rational approach to fleets for reducing bycatch, discards and gear loss, (iv) adopt a comprehensive approach that recognizes the differing environmental, economic and social conditions of the various fisheries within the region, (v) raise awareness, train and incentivize stakeholders about sustainable fishing Workshop participants also agreed that the stages of the regional action plan should include as a priority: a regional analysis and diagnosis followed by action implementation.

The meeting was hosted by FAO in close collaboration with the Shanghai Ocean University. More than 120 fishing technologists, scientists and other stakeholders, representing 23 countries from Europe, North America, Latin America and the Caribbean, and Asia, attended this meeting. This report summarizes the four-day symposium, on “Responsible Fishing Technology for Healthy Ecosystems and a Clean Environment”, which was organized as part of the 2019 annual meeting of the ICES-FAO WGFTFB. The symposium comprised eight thematic sessions: (i) abandoned, lost and otherwise discarded fishing gear (ALDFG): assessment of quantity and measures to prevent ALDFG and its impact; (ii) interactions of protected species in capture fisheries; (iii) light, fish behaviour and fishing; (iv) technology and management to reduce bycatch and discards; (v) selectivity of fishing gear: means and methods; (vi) new technologies for fisheries research and education; (vii) energy, technology, analysis and simulation; and (viii) Chinese fisheries - status, challenges and future. The symposium provided an opportunity for fishing technologists and other experts from ICES and FAO member countries to exchange knowledge and ideas from around the world, especially from non-ICES member countries in Asia and Latin America.
