Book excerpt: The Thesis studies with one of the important topics affecting national security, which is water & food security, and crystallizes the research problem of the study in that, despite the existence of many historical agreements that regulate relations between Egypt and the countries of the Nile Basin, the reality emphasizes the decision of Ethiopia to construct the largest dam in African along the Nile River has ignited an international political crisis among countries in the Nile Basin directly affected by the project, especially Egypt and Sudan. The dam's construction will cause a serious water shortage to Egypt, the greatest beneficiary of the Nile River. It population of over 100 million people depend on the Nile River for their daily activities and is the only water source to Egypt which will have direct effect in the national security. On the other hand, the Nile River is also the primary water source for Sudan, including its agricultural activities and other vital uses. The countries in the Nile Basin are concerned about the preservation and sustainability of the water from the Nile River because of its usefulness to the The study identified that UAE has lots of investments and projects in all on the countries in the Nile Basin(Sudan, Egypt and Ethiopia) and based on this fact it can be stated that UAE has very good relationship among all of these three nations. UAE has made several food and agriculture projects in the three nations as a part of its food security strategy 2051.accordingto that, UAE can be the main mediator to resolve the conflict of GERD. This research project will focus on managing the crisis generated by the Grand Ethiopian Renaissance Dam (GERD) project, which is shredded in controversy and the cause of international dispute. It is located on the Blue Nile, which is in the upstream part of the Nile River. Since Ethiopia made known that the filling of the reservoir has started, the tripartite conflict escalated. An action Egypt viewed as an affront on the countries in the Nile Basin by Ethiopia behaviour because there is no legal binding document entered into countries in the Basin to sanction the dam's construction. This research study will make the actors understand why the crisis needs to be managed and evaluate the essence, concept, and purpose of establishing the dam. The degeneration of the conflict prompted the United Arab Emirate (UAE) intervention as a mediator in the lingering conflict to protect its interest in the Nile Basin. However, Ethiopia cited the expansion of electricity production to solve its acute energy problem as the primary reason for starting the construction of the GERD. In contrast, other countries are afraid of the adverse effect the dam's construction will have on their social-economic activities. The intervention of the UAE will help douse the tension generated by the conflict. Therefore, this study's findings will be relevant to many experts and scientists working in public institutions in the Nile Basin and beyond. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on.
