Book excerpt: Rural regions are experiencing fundamental challenges to their ways of life and social fabric, as traditional land-based occupations are in decline and younger and better-educated rural residents migrate to cities for greater work, social and cultural opportunities. Rural tourism offers a possible solution to the problems associated with lost economic opportunities and population decline that accompany the waning of agriculture. Many governments and regional authorities have embraced rural tourism as an opportunity to bring new money into rural regions, stimulating growth, providing employment opportunities and thus beginning to halt rural decline. However, the possibilities of rural tourism to promote rural regeneration have been criticised for being over-stated and unrealistic. Rural tourism has frequently been found to under-deliver in terms of expected economic benefits and job creation, and may sometimes exacerbate local hierarchies and inequalities. This edited collection questions the contribution tourism can and does make to rural regions. Book excerpt: This book presents an overview of different institutional arrangements for tourism, biodiversity conservation and rural poverty reduction in eastern and southern Africa. These approaches range from conservancies in Namibia, community-based organizations in Botswana, conservation enterprises in Kenya, private game reserves in South Africa, to sport hunting in Uganda and transfrontier conservation areas. The book presents a comparative analysis of these arrangements and highlights that most arrangements emerged in the 1990s through either a decentralized or centralized change trajectory that was sponsored by donors. They aim to address some of the challenges of the ‘fortress’ types of conservation by combining principles of community-based natural resource management with a neoliberal approach to conservation, evident in the use of tourism as the main mechanism for accruing benefits from wildlife. The book illustrates the empirical relevance of these novel arrangements by presenting their growth in numbers and discuss how these arrangements differ in their form. With respect to the conservation and development impacts of these arrangements, we show that they have secured large amounts of land for conservation, but also generated governance challenges and disputes on tourism benefit sharing, affecting the stability of these arrangements to generate socioeconomic and conservation benefits.

Book excerpt: This inter-disciplinary collection explores significant land-use changes in South Africa’s semi-arid Karoo region and their implications for social justice and the environment, across different scales. It brings together recent scholarship by established and younger researchers, in both the social and the natural sciences, to examine the ways in which the Karoo is being reconfigured as a new ‘resource frontier’ and the tensions and contestations that result. Along with ongoing mining, major investments in astronomy (notably the Square Kilometre Array radio telescope), in renewable and non-renewable sources of energy (solar, wind, potential shale-gas mining), in biodiversity conservation and commercial game farming are reshaping land use and authority in this vast and long-marginalised area. While promising significant benefits to society at large, these developments are built on older histories of dispossession and extractivism – histories that many Karoo residents fear are being reproduced in new forms today. Collectively these dynamics place this unique region at the centre of national and global concerns around climate change, the politics of knowledge production, the conservation of threatened biodiversity, and the meaning and possibility of sustainable development. These issues are explored through a series of case studies of selected developments, complemented by chapters providing more historical context and general overviews. While challenging perceptions of this region as a peripheral wasteland, this collection raises conceptual and policy questions that resonate far beyond the Karoo itself. It also highlights the importance of interdisciplinary collaboration in research aimed not only at understanding but also at responding appropriately to the mounting challenges of our time.
