Book excerpt: In part of its effort to introduce performance-based management into the federal government, the Government Performance and Results Act requires agencies to develop strategic plans. GAO evaluated the latest available versions of the draft strategic plans that agencies submitted to Congress and found that many of them were missing key elements required by the legislation. For example, the plans often did not (1) link required elements, (2) fully develop strategies to achieve their results, (3) identify cross-cutting issues and programs, (4) gather and use performance information, or (5) address program evaluations. This report summarizes GAO's reviews of agency draft strategic plans and discusses strategic planning issues in need of sustained attention.

Book excerpt: The Government Performance and Results Act (GPRA) of 1993 has laid a foundation of results-oriented agency planning, measurement, and reporting in the federal government. Performance planning and measurement have slowly, yet increasingly, become a part of agencies' cultures. For planning and performance measurement to be effective, federal managers need to use performance information to identify performance problems and look for solutions, develop approaches that improve results, and make other important management decisions. According to GAO's periodic surveys, federal managers reported having more performance measures in 2003 than in 1997. However, the data also showed that managers' reported use of performance information for program management activities has remained essentially unchanged from 1997 levels. GAO was asked to identify (1) how federal agencies can use performance information to make management decisions and (2) practices that can enhance or facilitate the use of performance information to make management decisions. Technical comments from the case agencies were incorporated where appropriate.

Congress and the executive branch recognize, however, that performance improvements do not take place merely because a set of management requirements has been put in place. In 1997 and 2000, GAO surveyed agencies' progress towards establishing a focus on results. GAO found that progress has been uneven in building the organizational cultures to create and sustain a focus on results governmentwide. A significantly higher percentage of managers in 2000 than in 1997 reported that their agencies had provided, arranged, or paid for training that would help them accomplish two results-oriented management-related tasks: setting performance goals and implementing the requirements of GPRA. Overall, the survey results show that, in some keys areas, agencies may be losing ground in their efforts towards building organizational cultures that support a focus on results. In GAO's view, the Senate confirmation process must ensure that political nominees have the appropriate management and leadership skills needed to continue to transform federal agencies into high-performing organizations.

Book excerpt: Since 1997, periodic GAO surveys indicate that overall, federal managers have more performance information available but have not made any greater use of this information for decision making. Based on GAO's most recent survey in 2007, GAO was asked to (1) identify agencies with relatively low use of performance information and the factors that contribute to this condition; and (2) examine practices in an agency with indications of improvement in use of performance information. GAO analyzed results from its surveys of federal managers across 29 agencies, reviewed key agency documents related to using performance information--such as Performance and Accountability Reports--and interviewed agency and selected subunit managers about their management practices. GAO also compared management practices, at selected agencies with those GAO has identified as promoting the use of performance information for decision making.
