Book Making Ocean Policy

Download or read book Making Ocean Policy written by Francis W. Hoole and published by Routledge. This book was released on 2019-03-12 with total page 262 pages. Available in PDF, EPUB and Kindle. Book excerpt: Written in response to the increasing interest in the making of ocean policy, this collection of original articles surveys the history of U.S. ocean policy, ocean policy advocacy, and the struggle within government to determine how best to develop and implement a sensible ocean policy. The increasing complexity of the issues, programs, and policies related to marine and coastal zone matters and the increasing number of government agencies and interest groups formed to deal with these matters reflect the growing awareness of their importance. But, reflect the editors, in an enormously complex world, where many interests are in conflict and where information is tentative and incomplete—yet often overwhelmingly abundant—there are few easy solutions to ocean policy problems.

Available in PDF, EPUB and Kindle. Book excerpt: America's ocean and coastal regions--which provide wildlife habitat, commercial fish stocks, mineral reserves, travelways, recreation, and more--are under increasing pressure as more and more people exploit marine resources, leaving environmental damage in their wake. Striking a Balance responds to the urgency for sound decisionmaking in the management of marine resources. An expert committee proposes principles, goals, and a framework for marine area governance, including new governance structures at the federal and regional levels and improvements for existing governing and regulatory systems. Recommendations include using tools--such as zoning and liability--for resolving conflicts between users, controlling access to marine resources, and enforcing regulations. The book describes the wide-ranging nature and value of marine resources, evaluates their current management, and explores three in-depth case studies. It also touches on the implications of newer, more flexible, less hierarchical approaches to organizational behavior. Striking a Balance will be of interest to everyone concerned about marine resource management, especially federal and state marine managers and regulators, marine scientists and policy analysts, companies and organizations with interests in marine and coastal resources, and advocacy groups.

Book Managing the Ocean Resources of the United States

Download or read book Managing the Ocean Resources of the United States written by Daniel P. Finn and published by Springer. This book was released on 1982-08 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal programs applicable to the oceans and coastal zone have evolved incrementally in response to perceived needs to expedite emerging mari time development while conserving valuable marine resources. As a re sult, the current federal marine effort is divided among a plethora of programs administered by a number of agencies within different Depart ments. The programs themselves are conducted under the authority of multiple statutes with varying reaches and objectives: as a result they often overlap and conflict. There is no assurance, moreover, that the coverage of federal programs is complete in scope or comprehensive in conception. No single institutional device can ensure that these pro grams will manage the marine resources of the United States consistent ly and comprehensively, so as to derive maximum public benefit. While the present maze of statutes, regulations, and executive directives may in theory provide opportunities for a wide-ranging consideration of all relevant factors prior to making specific decisions, there can be no guarantee that this objective is realized either systematically or rea sonably effectively. Recent political developments indicate that the structure of federal marine programs will continue to be subject to scrutiny for some time. President Reagan's emphases on economic deregulation and development of outer continental shelf (OCS) oil and gas resources may lead to stream lining the OCS leasing and permitting process and altering the execu tion of the federal multiple use policy for marine areas.
