Available in PDF, EPUB and Kindle. Book excerpt: Military Assistance Advisory Groups (MAAG) have operated in foreign countries for many years to provide operational and tactical advisory and training assistance to host-country armed forces and to administer the grant aid program. The International Security Assistance Act of 1977, P.L. 95-92, specified changes in the operations of the groups to improve the overall management of the programs. P.L. 95-92 had little, if any, direct effect on the scope and type of MAAG operations or on the direction and supervision provided by the Chiefs of U.S. Diplomatic Missions. The staff levels of certain groups were reduced, but their duties were unchanged. The Departments of State and Defense have not defined the primary functions to be performed by MAAG under the act or the duties and tasks for each function. Many of the tasks being performed by MAAG are procedural in nature and could be assumed by the host country, performed by security assistance program managers in the United States, or performed by teams sent to the country for limited periods. P.L. 95-92 imposed a manpower ceiling on the number of military personnel that could be assigned overseas to security assistance functions. Two of the 15 MAAG achieved apparent compliance by merely transferring personnel to technical assistance field teams which are not subject to the ceiling.

Available in PDF, EPUB and Kindle. Book excerpt: In response to a congressional request, GAO reviewed the International Military Education and Training (IMET) Program to determine whether the Departments of State and Defense: (1) complied with program policies and procedures; and (2) met the U.S. foreign policy objective of exposing IMET trainees to U.S. values, including human rights. GAO found that IMET program management lacked: (1) procedures for reviewing new training requirements added after programs were approved at training workshops; (2) a system for evaluating the program's success; (3) guidelines for monitoring the use of IMET graduates; and (4) the ability to ensure that IMET funds were efficiently and effectively used. GAO also found that U.S. and foreign military officials agreed that the IMET program was valuable because it: (1) enhanced the military-to-military relationship needed to address U.S. foreign policy objectives; (2) provided reciprocal training to U.S. personnel and promoted democratization; (3) provided weapon system sales opportunities for U.S. industry; (4) improved the overall professionalism of the recipient nation's military; and (5) enhanced understanding of U.S. military doctrine and technology.

Book Foreign Assistance

Download or read book Foreign Assistance written by United States. Government Accountability Office and published by . This book was released on 2008 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: In January 2006, the Secretary of State announced major changes in the U.S.government's process for directing and managing foreign assistance programs in a reorganization and revision of operational procedures commonly known as the F Process. These changes were intended to ensure the effective use of U.S. foreign assistance to meet broad U.S. foreign policy objectives and more fully align programs carried out by the Department of State and the U.S. Agency for International Development (USAID). To administer the F Process, the Secretary created the new Office of the Director of U.S. Foreign Assistance (State/F) with a Director of Foreign Assistance (DFA), who carries the rank of Deputy Secretary of State and also serves concurrently as USAID Administrator. To support State and USAID planning, budgeting, and reporting of foreign assistance under these reforms, State/F developed two new data information systems, the Foreign Assistance Coordination and Tracking System (FACTS) and FACTS Info.

Book Integrating 21st Century Development and Security Assistance

Download or read book Integrating 21st Century Development and Security Assistance written by J. Stephen Morrison and published by CSIS. This book was released on 2008 with total page 64 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past few years, the Pentagon's role as a direct provider of foreign assistance has surged. The Department of Defense (DOD) has assumed an expanding role in counterterrorism, capacity building, post-conflict operations, and humanitarian assistance--beyond implementing traditional military-to-military programs supported by State Department funds. The CSIS Task Force on Nontraditional Security Assistance was constituted to identify the main drivers behind these trends; to assess Pentagon performance in several nontraditional areas; to examine what is happening in the diplomatic and development spheres; to evaluate the implications of DOD's enlarged role for U.S. national security, foreign policy, and development objectives; and to offer concrete recommendations to foster a balanced and sustainable division of responsibilities between the Pentagon and U.S. civilian agencies. The task force also examined the newly launched U.S. Africa Command (AFRICOM) as a case study for the coordination of military activities with those of the diplomatic and development communities.

Book Modernizing Foreign Assistance

Download or read book Modernizing Foreign Assistance written by The Americah Foreign Policy Council and published by Praeger. This book was released on 1992-08-24 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States' foreign assistance program has become an instrument of declining efficacy in foreign policy. The ebbing of Soviet-American competition offers an occasion to restructure U.S. foreign policy objectives and modernize those instruments most likely to support the execution of new foreign policy objectives. This book sets out to identify new approaches to the management of resources in the foreign assistance program that would permit the flexible manipulation of these resources to cope with the fast-breaking pace of international affairs. This work challenges the generally accepted view of contemporary political realities by explicating the historical roots of the current foreign assistance program and identifying a new approach to foreign assistance through changes in resource management statutory authorities and procedures. It will be of interest to professionals and scholars in foreign affairs, foreign policy, and international relations.

Book Does International Security Assistance Make an Impact Evaluating the Strategic Effectiveness of Military Aid

Download or read book Does International Security Assistance Make an Impact Evaluating the Strategic Effectiveness of Military Aid written by Jonathan David Bate and published by . This book was released on 2023 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States is the leading donor of international security assistance worldwide, providing over $15 billion annually in various forms of grant assistance to over 150 recipient states, in addition to myriad direct military-to-military training engagements. However, very little security assistance is quantitatively evaluated, which creates a large gap in the academic and policy literatures. This dissertation contributes to filling the gap by proposing theoretical frameworks and leveraging empirical methods to measure the strategic outcomes of security assistance programs at the national and subnational levels. I evaluate two types of programs: security force assistance to local defense forces (LDFs) and conventional military grant assistance. I find that the establishment of LDFs through the Afghan Local Police (ALP) program was associated with decreased insurgent attacks and increased state control in strategically important Afghan districts during 2010-2016. However, it was also correlated with an increase in both IED attacks in treated districts and overall attacks in neighboring districts lacking LDFs. Additionally, the troop drawdown corresponding with the 2014 ISAF dissolution reduced external oversight and local expectations of central government survival to a degree which appears to have erased the gains associated with LDFs and possibly facilitated insurgent control. Lastly, I investigate the relationship between U.S. military grant assistance and recipient state "military effort, " proxied by national military expenditures. I find that the Foreign Military Financing (FMF), Excess Defense Articles (EDA), and International Military Education & Training (IMET) programs are associated with increased military spending. However, the positive EDA correlation holds only for non-allies, suggesting a substitution effect due to more robust allied security commitments.

Book Security by Other Means

Download or read book Security by Other Means written by Lael Brainard and published by Rowman & Littlefield. This book was released on 2007-08-29 with total page 378 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Center for Strategic and International Studies publication In a world transformed by globalization and challenged by terrorism, foreign aid has assumed renewed importance as a foreign policy tool. While the results of more than forty years of development assistance show some successes, foreign aid is currently dispersed between many agencies and branches of government in a manner that formulation and implementation of a coherent, effective strategy. The current political climate is receptive to a transition toward greater accountability and effectiveness in development aid. Because this transition is clearly an imperative but has not yet been comprehensively addressed, the Brookings Institution and the Center for Strategic and International Studies have conducted a joint study that both assesses the current structures of foreign assistance and makes recommendations for efficient coordination. Drawing on expertise from the full range of agencies whose policies affect foreign aid, Security by Other Means examines foreign assistance across four categories reflecting the interests that aid furthers: security, economic, humanitarian, and political. As disparities in the world become more untenable, foreign aid plays a key role in not only the national interests of the U.S. but also the interconnected interests of the international community. This important new volume takes aim at critical questions in a concerted manner by assigning coherence and effectiveness to U.S. foreign aid. Contributors include Owen Barder (Center for Global Development, formerly UK Department for International Development), Charlie Flickner (former Staff Director of the House Appropriations Subcommittee on Foreign Operations), Steve Hensch (George Washington University), Steve Morrison (Center for Strategic and International Studies), Steve Radelet (Center for Global Development)

Book Foreign Aid and Foreign Policy

Download or read book Foreign Aid and Foreign Policy written by Louis A. Picard and published by Routledge. This book was released on 2015-01-28 with total page 432 pages. Available in PDF, EPUB and Kindle. Book excerpt: This timely work presents cutting-edge analysis of the problems of U.S. foreign assistance programs - why these problems have not been solved in the past, and how they might be solved in the future. The book focuses primarily on U.S. foreign assistance and foreign policy as they apply to nation building, governance, and democratization. The expert contributors examine issues currently in play, and also trace the history and evolution of many of these problems over the years. They address policy concerns as well as management and organizational factors as they affect programs and policies. "Foreign Aid and Foreign Policy" includes several chapter-length case studies (on Iraq, Pakistan, Ghana, Haiti, and various countries in Eastern Europe and Africa), but the bulk of the book presents broad coverage of general topics such as foreign aid and security, NGOs and foreign aid, capacity building, and building democracy abroad. Each chapter offers recommendations on how to improve the U.S. system of aid in the context of foreign policy.
