Every property owner has a financial interest in these lands; the greater his property, the greater his interest. A proper. Energetic management means reduced taxes. The schools are here to stay, and they must be greatly improved. Better schools mean more money for their support. Is there not a way to improve them, and at the same time not make them too burdensome to the taxpayer? It is the purpose of this paper to show that this can be done by a proper, business-like management of the great educational endowment offered recently by Congress. When Illinois, Kansas, Missouri and the most of the older States were admitted to the Union, Congress gave to each of them Sections 16 and 36 acres) in each township throughout the State for the support of the common schools, besides giving large bodies of land for the higher institutions of learning. On the admission of Colorado, a more liberal grant was made, particularly for internal improvements, for which 500. 000 acres were given. Book excerpt: Excerpt from History and Management of Land Grants for Education in the Northwest Territory (Ohio, Indiana, Illinois, Michigan, Wisconsin) After the adoption of this ordinance, the petition of the New England soldiers, while it had served a good purpose in hastening the laggard steps of Congress, had no prospect of success. Realizing this, Generals Rufus Putnam and Benjamin Tupper issued a call through the newspapers of New England, in response to which a small meeting of citi zens was held in Boston on the first day of March, 1786. At this meeting the Ohio company was formed for the purpose of purchasing a large tract of land on the Ohio River, and settling it with soldiers of the late war. During the year one fourth of the stock of the company was subscribed. In March, 1787, the stockholders elected Samuel Holden Par sons, Manasseh Cutler, and Rufus Putnam directors, with full power to negotiate with Congress for the purchase of the desired lands.' Parsons drew up a memorial in which he set forth the desires and proposals of the company. The paper was presented to Congress in May, and was immediately te ferred to a special committee. Book excerpt: Excerpt from National Education and National Life These brief essays are chiefly intended to appeal to the large class of which the writer is a member - the class of local educational administrators, who, as Managers of Provided and Voluntary schools, as Governors of Endowed Secondary schools, are inti mately in touch with educational conditions. It is true that the Managers of Elementary schools have little direct power, and that the powers of the governing bodies of Secondary schools tend slowly to decrease, as the control of local authorities and of the Board of Education increases but, in fact, the power by way of influence of Managers and Governors is very great. This vast class of unknown men and women who give freely of their time to local educa tional problems, plays, I believe, a part of far reaching importance in the evolution of national education and national life. Were it not for this class, administration would become purely mechanical and bureaucratic, and the human, as opposed to the official, element would have hardly any place in our educational administrative system. The Managers very often know not only the teachers and the children, but also the parents, and convey to the minds of all directlyconcerned in the working of the educational machine, the knowledge that somebody is really interested in them and in the results produced. The great danger that threatens the development of our educational system, is its tendency to become purely mechanical and unconscious of the inspiration that springs out of a mutual esteem existing between administrators and those whom administration affects. If School Managers and School Governors can carry into the actual school buildings both sympathy and high educational ideas and ideals, there is a work done for education that no Legislation could accomplish. I have, therefore, ventured to indicate in these brief essays certain principles that underlie educational advance, and I think, perhaps, that those principles will appeal to some of the many thousands of School Managers who are daily visiting the great and small schools of. The land. If any of the questions with which I have dealt reach, through the agency of this little book, the stage of discussion between parents, teachers and managers, the end aimed at will have been attained. I am sure that Opportunities should be devised for the meeting together of parents, teachers and managers at fairly frequent intervals.
