This book focuses on the federal agencies that provide funding or technical assistance to rural communities and fiscal year 2014 funding; and issues identified that affect rural communities' ability to obtain funding for water and wastewater infrastructure. Furthermore, this book summarizes the Safe Drinking Water Act (SDWA) and its major programs and regulatory requirements.

Book excerpt: Multiple community collaboration to manage water supply systems among rural communities is fast gaining prominence in rural development literature. It is increasingly difficult for individual communities to provide safe and clean drinking water to their residents due to challenges such as the lack of human and financial capacity, degrading water infrastructure, and high capital investment cost for water infrastructure. This situation could be worsened by challenges typical of rural areas such as declining, aging populations, and the lack of economies of scale. Using a case study approach, my research looks at the prospects in adopting a regional approach to manage water supply systems, particularly with the Newfoundland and Labrador context. A regional approach is defined in this research as any form of collaboration or partnership motivated by common interests, needs or challenges, and permissible by geography to share water supply systems among neighboring communities to ensure clean and safe water supply. This study was situated in the Strait of Belle Isle region in the Great Northern Peninsula in Newfoundland. The study reveals some potentials in the case study region such as sufficient headwaters, the existence of clusters of communities, existing service-sharing initiatives, and the strong social capital that can support a regional water management approach. When these potentials are explored, a regional water system could help address the many water challenges in the region. However, there are noteworthy factors that could impede its implementation: the impacts of place-based dynamics, human and financial capacities, administrative disparities between various scales of communities, and the need for upper-level government's support. Moreover, the findings illustrate that water researchers, governments, and communities need to consider and make provisions to incorporate these conditions when developing water policies that fully realize the benefits of a regional water management approach.

Book excerpt: Unimproved sanitation can be a source of water contamination and a risk factor in water related disease. Furthermore, the effective management of community water supply infrastructure is not a sufficient condition for ensuring water quality and eliminating health risks to consumers. As a result water treatment technologies, such as ceramic water filters (CWFs), implemented and managed at the household level and combined with safe storage practices are proposed as a means of reducing these risks. The performance of CWFs in laboratory settings has differed significantly from field studies with regard to microbial treatment efficacy and also hydraulic efficiency. Chapter 4 presents a 14 month field study of two locally manufactured CWFs conducted in a rural community in the Dominican Republic. Each of the 59 households in the community received one filter. The CWFs in this study performed poorly with regard to water quality and hydraulic performance. Focus group meetings and household survey suggests that flow rate is a major issue for user acceptability. To address the user concerns Chapter 5 presents two mathematical models for improving the hydraulic performance for the frustum and paraboloid designs. The models can be used to predict how changes in user behavior or filter geometry affects the volume of water produced and therefore can be used as tools to help optimize filter performance.

Using water resources as a lens through which to evaluate the effects of social and environmental changes on Alaska’s rural communities, and working from conversations with key community members including city planners and infrastructure operators, this research develops theoretical frameworks for increasing community capacity. The prospect of developing community capacity, and more specifically water resources management capacity, in order to respond to societal and climatic change is a present concern for rural communities, and is becoming increasingly so in today’s fiscally challenged environment. Many rural water managers in Alaska are challenged by aging systems designed and built over 20 years ago, and are now operating well beyond their design life. While the configuration of existing systems varies across Alaska, a common suite of problems exists; regular breakdowns, failure to achieve regulatory standards, wide variability of raw water quality, low payment rates, and historically high electricity and fuel prices. These systems are also operating during a period of historically high deficit between community needs and available grant funding at both a State and Federal level. Existing theoretical frameworks for exploring the impacts of change on regional water security (i.e. resilience and vulnerability) are informative heuristics for triage of impacts at the individual community level. Presently, however, there is little consideration given to water security solutions that do not involve the construction of a new system. This research proposes that the focus upon “new system solutions” limits available solutions for improving security at both the local and regional levels. Further this research seeks to understand the extent to which “new utility solutions” create additional capacity at both the community and regional level to respond to change. At the core of this work are informal interviews and participant observation research in 11 coastal communities in Bristol Bay and Northwest Arctic regions of Alaska.
