However, after the beginning of the market reforms many state-sponsored programs were disbanded and individual enterprises and newly emerging private educational institutions found themselves in a position of having to provide training and professional development services for future and current employees. Both government-level policies in support of HRD and enterprise-level HRD systems have emerged fairly recently in the Russian Federation, and are still in a stage of change and development. This book provides an in-depth analysis of the current state of HRD in the Russian Federation. It covers country-level policies, organizational-level programs and strategies, and individual-level educational and training efforts. While the study is focused on Russia, its conclusions will be of value to scholars, students, and practitioners examining similar issues surrounding the emergence and development of HRD systems in emerging countries. As a consequence of the Information and Communication Technology (ICT) revolution, new economic activities emerge, the production process changes, people use different communication tools, and organizational structures are adjusted. All these changes relate to the heart of business and economics, and there is no doubt that they will also influence education in these areas. Of course ICT provides new technologies to facilitate learning, but a changing workplace also requires a renewed focus within the curriculum of economics and business education. If ICT is leading to profound change in the workplace, is innovation then only a matter of introducing more technology in education? Unfortunately, this is not necessarily true. The translation of changes in the workplace into an improved curriculum requires serious analysis of the essence of the changes at the work place, and the way technology may enable student learning. For example, relevant knowledge is changing faster and faster. Does this mean that we have to adopt the curriculum faster and faster? Perhaps not, as students will have a labor market career of 30 or 40 years. Focusing on today’s knowledge – even if it is very up-to-date – loses more and more value if the life cycle of knowledge becomes shorter. Increased speed of change also implies a decrease in the value of knowing all these things.

The post-communist government and the Balcerowicz reform could not, by themselves, transform Poland. External know-how was needed to provide expertise and to help develop pathways and partnerships. Management and Organisation Development was a major theme in multilateral and bilateral assistance programmes for Poland throughout the 1990s. Scholarships and direct training were provided by some donors. Most of the help in this sector from the British Know How Fund went into developing regionally-based business schools and management training centres. Part I of this book gives the historical and technical background from both the Polish and donor points of view. Part II looks more closely at some of the technical issues in the process-the development of trainers and training methods and materials, of new and relevant courses, of international partnerships and of local markets. The final part of the book assesses the current context in which Polish management educators and trainers operate and outlines some of the issues (EU accession, the attitudes of managers, the impact of IT, and so on) which will have to be faced by both business schools and practising managers in the next decade.
