There has been a rapid decline in populations of many shark species, while new science has emerged of the critical role they play in marine ecosystems. However, the authors show that conservation law and policy have been slow to develop, with only a small number of iconic species being protected worldwide. The increase in fishing impact – primarily through shark finning and by-catch - has led to shark conservation receiving greater international attention in recent years. The book explores our current knowledge and status of the law and science in relation to sharks with a particular focus on improving frameworks for their conservation and management. Recent trends are analysed, including shark finning bans that have been put in place in several countries, the widening number of nations establishing shark sanctuaries and the growth of shark-based tourism. The efficacy of current listing processes for endangered species and fisheries regulations is also examined. Tourism is explored as an alternative to fishing and the risks and impacts associated with this industry are analysed. Contributors include leading authorities from universities and conservation organizations in North America, Europe and Australia. A common theme is to emphasise the importance of collaborative governance between various interest groups and the need for inter-disciplinary research and management approaches that are necessary to address the decline in sharks.

Book excerpt: The Darwin Elasmobranch Biodiversity Conservation and Management project in Sabah held a three-day international seminar that included a one-day workshop in order to highlight freshwater and coastal elasmobranch conservation issues in the region and worldwide, to disseminate the result of the project to other Malaysian states and countries, and to raise awareness of the importance of considering aspects of elasmobranch biodiversity in the context of nature conservation, commercial fisheries management, and for subsistence fishing communities. These proceedings contain numerous peer-reviewed papers originally presented at the seminar, which cover a wide range of topics, with particular reference to species from freshwater and estuarine habitats. The workshop served to develop recommendations concerning the future prospects of elasmobranch fisheries, biodiversity, conservation and management. This paper records those conclusions, which highlight the importance of elasmobranchs as top marine predators and keystone species, noting that permanent damage to shark and ray populations are likely to have serious and unexpected negative consequences for commercial and subsistence yields of other important fish stocks.

Book excerpt: Illegal, unreported and unregulated (IUU) fishing constitutes a persistent and pressing problem estimated to account for up to US$23 billion annually in the APFIC area. The effects of IUU fishing can be severe, particularly for small-island and coastal developing states heavily dependent on fisheries, and include adverse impacts on peoples’ livelihoods, food security, national economies and the environment. Countries unable to fulfil international obligations for fisheries management and governance risk incurring trade sanctions on their fisheries exports, an increasing issue as export markets tighten their permitting. Furthermore, IUU fishing is increasingly associated with national and transnational organised criminal activities, although the evidence remains mixed. FAO commissioned this report two years ago to produce an independent update to an unpublished 2015 study on IUU fishing in the APFIC area of competence, which was presented to the APFIC as an information paper in 2016 (FAO 2016a). The 2015 study used a mixture of media reports, literature review, and interviews to build a picture of hotspots of illegal fishing across the APFIC area of competence. This report builds on the previous work, incorporating additional analysis methods to predict illegal fishing in a transparent manner. Based on discussions with the APFIC Secretariat, it was decided to limit the study to the illegal component of IUU fishing. A key difference with the 2015 study is the extension of the estimation of illegal fishing from the 33 hotspots covered in the 2015 study to the entire APFIC area of competence in this study.This report provides the following key outputs: (i) development and implementation of an agreed methodology for estimating illegal fishing levels and progress; (ii) information from case studies in three Asia-Pacific countries; and (iii) analysis of results from the agreed method estimating the incidence of illegal fishing and implication of efforts to reduce it. The approach taken to achieve these goals included a structured online survey of fisheries officials in APFIC countries, semi-structured interviews of key informants knowledgeable about illegal fishing in the APFIC region, and analysis of articles on illegal fishing from public media data across the APFIC area of competence.

However, these fisheries are in generally bad shape, notably due to lack of management systems based on rigorous studies on the dynamics of major stocks exploited by the fisheries of China and neighboring countries. This could be mitigated, at least in part, by the systematic application of newly developed methods for evaluating the status of exploited fish stocks for use in data-sparse situations, focusing on methods for estimating maximum sustainable yield (MSY) from catch informed by a combination of biological knowledge on the species (intrinsic rate of population increase, r, and carrying capacity, k) and what is known about the stock, for instance relative abundance indicators, e.g., catch per unit of effort. The aim of this Research Topic is to create an outlet for the studies that will result from the application of these modern methods to exploited stocks of East Asian marine fish, encouraging the rigorous evaluation of these stocks and providing a basis for their rebuilding, as required especially for Chinese stocks. This would lead to the creation of a cadre of fishery scientists knowledgeable in using the methods in question and interested in collaborating with colleagues in other regions with similar issues. Focusing on East Asia will reinforce to readers in `the West' that these fisheries are not a sideshow to the more interesting fisheries in Europe or North America, but a major source of seafood for people in East Asia. Indeed, the failure of these domestic fisheries would increase the impacts of distant-water fisheries from East Asia in other parts of the world.
