Book Development Administration in the Caribbean

Download or read book Development Administration in the Caribbean written by J. Walker and published by Springer. This book was released on 2002-05-22 with total page 274 pages. Available in PDF, EPUB and Kindle. Book excerpt: A detailed and historical account of both theory and practice, this book attempts to make sense of the loose and little understood field of development administration. The book focuses on development administration over forty years and identifies key attributes of public bureaucracy which are associated with bureaucratic performance. The associations between bureaucracy's attributes and performance are employed in explaining development differences between Jamaica and Trinidad and Tobago over the period 1960-1995. Associations are explored at the macro level through aggregate data and at the micro level through fascinating case studies of the Industrial Development Corporations (IDCs), associated with economic growth, and the Ministry of Education, associated with women's empowerment. The study establishes clear patterns of associations in the empirical cases and explores the implications of these findings for the theory of development administration.

Book Improving International Capacity Development

Download or read book Improving International Capacity Development written by J. Armstrong and published by Springer. This book was released on 2013-05-07 with total page 175 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nothing is more important to a new, fragile or developing nation than developing the capacity of its government to support national well-being. Every society is complex; every government is complex. Yet, well-intentioned international development aid, born in an era of infrastructure projects, continues to apply simplistic technical solutions to these wickedly complex development problems. It's an outside-in approach that rarely succeeds, even by the development industry's own admission. But out there, amongst the billions of dollars of failed interventions, there are bright spots of success places where capacity is harnessed, not just for today, but for tomorrow, too. What is working so well? Drawing on research, practical experience, and stories of success, Jim Armstrong explores these emerging approaches.

Book The Politics of Public Sector Performance

Download or read book The Politics of Public Sector Performance written by Michael Roll and published by Routledge. This book was released on 2014-01-10 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is widely believed that the state in developing countries is weak. The public sector, in particular, is often regarded as corrupt and dysfunctional. This book provides an urgently needed corrective to such overgeneralized notions of bad governance in the developing world. It examines the variation in state capacity by looking at a particularly paradoxical and frequently overlooked phenomenon: effective public organizations or ‘pockets of effectiveness’ in developing countries. Why do these pockets exist? How do they emerge and survive in hostile environments? And do they have the potential to trigger more comprehensive reforms and state-building? This book provides surprising answers to these questions, based on detailed case studies of exceptional public organizations and state-owned enterprises in Africa, Asia, the Caribbean, Latin America and the Middle East. The case studies are guided by a common analytical framework that is process-oriented and sensitive to the role of politics. The concluding comparative analysis develops a novel explanation for why some public organizations in the developing world beat the odds and turn into pockets of public sector performance and service delivery while most do not. This book will be of strong interest to students and scholars of political science, sociology, development, organizations, public administration, public policy and management.

Book The Health Workforce in Latin America and the Caribbean

Download or read book The Health Workforce in Latin America and the Caribbean written by Carmen Carpio and published by World Bank Publications. This book was released on 2015-06-25 with total page 133 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report provides a status update on the human resources for health (HRH) sub-system in six Latin American and Caribbean countries: Colombia, Costa Rica, Jamaica, Panama, Peru, and Uruguay. The report structures its discussion around how the health workforce is financed, organized, managed, regulated, and performing. In the area of financing, the study presents the variety of contracting mechanisms, salary levels, and financial incentives offered across the countries and their role in being able to attract and retain health workers. On the organization of the HRH sub-system, the report looks at the skill-mix, training, and distribution of health care workers concluding that although the countries have made progress towards achieving key HRH targets and in making education more accessible, there continues to be limited absorption capacity for graduates, the Primary Health Care focus of training programs needs to be strengthened, and strategies to encourage rural service have not been able to fully address the gap in the distribution of health workers. In reviewing management strategies for HRH, the report presents how all countries have adopted the WHO Global Code of Practice on the International Recruitment of Health Personnel to recognize foreign-trained professionals to help address shortages and fill gaps of health worker presence in rural, remote areas. However, the countries continue to struggle with putting self-sufficiency policies in place to meet HRH needs such as the lack of promotion plans, limited non-monetary incentives, and the shortage of personnel for recruitment and eventual placement. In the area of regulation, the report presents the countries' efforts to reduce precarious employment and introduce HRH safety policies and legislation to regulate disputes and negotiations. On performance, the report found mixed results in the areas of access/availability to health workers and quality of care, factors discouraging dual practice, and unjustified absenteeism of health workers.
