It is postulated that this service approach to the management of irrigation and drainage systems consitutes a key element of the startegy that is needed to improve the current level of performance of many irrigation and drainage systems worldwide. Enhanced performance of irrigation is a prerequisite if we are to face the enormous challenge of producing greater quantities of food to meet the demand of a growing population. This is particularly the case in an environment with increasing competition for water from industry and urban water users, set against mounting concerns about environmental sustainability.

Kyle Woodson examines the social organization of Hohokam canal irrigation management along the middle Gila River in south-central Arizona. Anthropologists have long recognized that the users of a canal irrigation system have to coordinate and cooperate with each other in the construction, maintenance, and operation of the canal system; the allocation of water; and the resolution of conflicts that arise. An irrigation organization is a social institution that manages and assigns the roles to accomplish these tasks. Yet the social organization of irrigation management cannot be fully understood without examining the link between irrigation organizations and political institutions. Woodson s study achieves this goal by analyzing canal systems and settlement patterns at the village of Snaketown, as well as the neighboring Granite Knob, Santan, and Gila Butte canal systems and settlements during the Pioneer to Classic periods (AD 450 to 1450). With this study, Woodson returns focus to Snaketown, where Emil Haury originally defined the Hohokam cultural tradition and which has revealed yet more insights into the prehispanic world of the ancient Southwest. "

Unless cooperation is achieved among the riparian countries, namely Turkey, Syria and Iraq, in the areas of management, allocation and utilisation of the waters of the Euphrates-Tigris basin, growing scarcity may result not only in conflict, but also in further devastation of an extremely vital source. Recently, water has become a subject matter of international law, and formal and informal deliberations in international conferences have produced general principles and norms for using and managing water resources effectively. Hence, this book is an attempt to put together a meaningful set of principles, norms, rules, and decision-making procedures of a region-specific regime framework for effective utilisation of the waters of the Euphrates-Tigris river basin with a view to promoting cooperation among the riparian countries.

Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. And, moreover, the continuous evaluation and optimisation of these measures is, likewise, a must.

Book excerpt: Only 4 percent of arable land in sub-Saharan Africa is irrigated, using just 2 percent of the available water resources. Furthermore, 18 percent of the area equipped for irrigation is not utilized at all and the intensity of use varies between 50 percent and 80 percent. This highlights the huge potential available for intensifying and expanding irrigated area, provided that the investments required can be successfully mobilized. However, it must be noted that if investments in irrigation are to yield satisfactory returns, investments must also be made in a series of related activities. Current global figures for the amount of private investment in irrigation confirm that good returns can indeed be achieved. Prospects for sub-Saharan Africa would be far more favorable if public development assistance, particularly foreign direct investments, did not show declining trends.
