Book excerpt: The increased ability of clandestine groups to operate with little regard for borders or geography is often taken to be one of the dark consequences of a brave new globalized world. Yet even for terrorists and smugglers, the world is not flat; states exert formidable control over the technologies of globalization, and difficult terrain poses many of the same problems today as it has throughout human history. In No Man's Land, Justin V. Hastings examines the complex relationship that illicit groups have with modern technology—and how and when geography still matters. Based on often difficult fieldwork in Southeast Asia, Hastings traces the logistics networks, command and control structures, and training programs of three distinct clandestine organizations: the terrorist group Jemaah Islamiyah, the insurgent Free Aceh Movement, and organized criminals in the form of smugglers and maritime pirates. Hastings also compares the experiences of these groups to others outside Southeast Asia, including al-Qaeda, the Tamil Tigers, and the Somali pirates. Through reportage, memoirs, government archives, interrogation documents, and interviews with people on both sides of the law, he finds that despite their differences, these organizations are constrained and shaped by territory and technology in similar ways. In remote or hostile environments, where access to the infrastructure of globalization is limited, clandestine groups must set up their own costly alternatives. Even when successful, Hastings concludes, criminal, insurgent and terrorist organizations are not nearly as mobile as pessimistic views of the sinister side of globalization might suggest.

The chapters, covering Indonesia, Myanmar, the Philippines, Timor-Leste and Singapore, analyse the asymmetrical power relationships between the sexes and how power differentials between men and women play out in the realm of politics are a reflection of the power contestations women face with men in other spheres of everyday life. Each chapter seeks to ask a different question in terms of where women viz. men stand in the political landscape of their countries, in an effort to answer the question of Where are the women in the gender trope in Asian politics. While the chapters are primarily empirical as they delve into the challenges, contradictions and conflicts Southeast Asian women encounter, the main assertion is that womens struggles in the realm of politics are a result of having to operate within power structures created principally by men, thereby producing barriers for women to enter politics, on the one hand, and to increase their numbers and widen their sphere of influence, on the other. Recognizing that Asian politics is dominated by men, the question of how women have negotiated a value system that is inherently male-centred and male-controlled is also discussed. The implicit narrative demonstrated in this book is that the political arena should not be considered in isolation from other arenas but instead is essentially a mirror of other arenas whether the home, workplace, nation, and/or global spaces each marked by power contestations between men and women and having a spill-over effect on the other, as well as shaping womens experiences in the political realm.

Merits of the viable, long term, seaport investment, and of structuring a defensible risk management strategy are essential to deal with uncertainties. Singapore’s Jurong Port is the case study. Chapter 4 is concerned with the global outreach of the small island state of Singapore’s seaport operation, owing to its chronic and limited land and small population size. To overcome limiting growth prospects, it is essential to grow and sustain the global outreach of the Port of Singapore. Last but not least, Chapter 5 recognizes that for public physical infrastructure developments like Singapore’s global Changi Airport, public funding is also a form of investment that entails uncertainties, which need to be rigorously evaluated with financial modelling on the risks and returns. Even more so for crucial seaport expansion and for developing a larger strategic objective for the long-term, well-being of the nation. Changi Airport is a key pillar of strength to support the growth of Singapore’s trade-oriented market economy.
