Mali’s GDP was CFAF 1,741.89 billion in 2012; real growth was ?1.2 percent, that is, excluding inflation (2.7 percent in 2011). The decline of 3.9 points in growth between 2011 and 2012 was finally stemmed, despite the major shocks that Mali had to face in 2012. The dual security and institutional shock had a negative impact on the entire economy, and more particularly on certain subsectors such as construction and public works, the hotel industry, and commerce. The GDP growth rate was ?1.2 percent in 2012, compared with 2.7 percent in 2011.

Book excerpt: Following an evaluation of the first Poverty Reduction Strategy Framework (PRSF) of Mali, the government adopted the Growth and Poverty Reduction Strategy Framework (GPRSF) document, which aims at reducing poverty and achieving the MDGs. The Accelerated Growth Strategy, which maintains macroeconomic stability and pursues structural reforms, is based on improvement of governance and renewal of public action, development of productive and private sectors, and investment in human resources. The GPRSF groups provide details regarding implementation of sector policies and strategies, budget implementation status, and recommendations. It is recommended to ensure monitoring-evaluation of poverty reduction activities through the GPRSF action plan.

Despite strong economic performance in recent years compared with Sub-Saharan African and WAEMU countries, Mali’s average annual growth rate of 4.6 percent is below the target of 7 percent provided in the PRSP. At end-2009, the situation in the banking and financial system was characterized by an increase in the money supply, an increase in net foreign assets, an increase in credit to the economy, and a decline in credit to the government.

The incidence of poverty in Mali fell from 55.6 percent in 2001 to 43.6 percent in 2010. Over the past decade, poverty has fallen in rural areas, in Bamako, and in other urban areas. However, it increased in Bamako and in other urban areas between 2006 and 2010. The government has reaffirmed its commitment to accelerate economic growth, to make Mali an agricultural power by 2015, and to combat poverty effectively.
