This book explains the overall policy process of the reform and assesses the extent to which the reform has met its objectives and the means through which it has done so. The conclusions point to a weak correlation between the reform outputs on the one hand and the operational efficiency and environmental effectiveness gains of water utilities on the other. They also offer valuable insights into the policy arrangement that successfully shaped the water reform process. The policy process of the Malaysian water sector reform reflects the current global trend towards centralizing water management within the public domain with a clear division of tasks between policy formulation, regulatory oversight and service provision. Federal and state actors have become the dominant players in the water sector. This has reduced the role of private water utilities to a small fraction of activities within the entire value chain of water, and strengthens close regulation oversight from the regulator. Lastly, civil society groups now have a growing (albeit still small) influence on the water sector. In terms of policy recommendations, this book reiterates the need to adopt a private sector culture in managing public water; to establish a clear division of tasks between policy formulation, regulation and service provision; and to facilitate wider public engagement as well as to promote better informational governance in the water sector, including the call for a national water data bank.

Book excerpt: Case studies were conducted in five selected Asian countries on their water policy reform initiatives. Of the five countries, China stands out as the country that has derived the most from on-going global efforts in promoting water sector institutional reforms and the concept of integrated water resources management (IWRM). China has emerged as the leader in adapting these concepts to suit the context of the country. Advanced stages of water development in many parts of the country and increased water shortages due to rapid economic development have prompted China to forge ahead in the search for institutional solutions to make the water sector more productive, and the management of water resources more sustainable. In the other selected countries, efforts to replicate the models of developed countries without much adaptation and due reference to their stages of development have generally failed. The dominance of irrigation within the water sector and the informality of the economy related to water in these countries seem to make the application of prescribed IWRM principles rather unfeasible. The lesson to be drawn from policy reviews of the five countries is that effective waterinstitutions are not static systems, but are adaptive and dynamic institutional developments compatible with the local context, particularly with the structure of the overall economy of the country and its water sector.

While 79% of total water use in Asia occurs in agriculture, the fastest increases in demand are emanating from industry and from urban areas. This trend is a natural consequence of the fastest industrialization and urbanization process in history. By 2030, more than 55% of Asia’s population will live in urban areas, an increase of 1.1 billion people. Nevertheless, water infrastructure is of concern not only in the global South but also in the North, where much of the drinking-water infrastructure needs upgrading or replacement, a significant undertaking as infrastructure is more than a hundred years old in many cases. The American Water Works Association estimates that changing all of the water pipes in the United States would cost more than USD 1 trillion. In this book, in-depth case studies on water infrastructure challenges and policy solutions are presented from different parts of the world. Book excerpt: Increasing coverage and maintaining infrastructure are two of the biggest challenges confronting the water supply sector in both industrialized and developing countries. The last two decades have witnessed reform in this sector that has resulted in increased private sector participation (PSP), and it is now time to investigate whether such reform has managed to increase access without creating additional burdens, especially on the poor. A research project carried out by the United Nations Research Institute for Social Development (UNRISD), Social Policy, Regulation and Private Sector Involvement in Water Supply, has demonstrated the shortcomings of concession-type contracts and how regulation in developing countries is faced with major challenges. Based on this research, the present paper demonstrates that, in such circumstances, regulation should be complemented by social policies when reforming the water sector. This paper draws lessons from seven country studies: Brazil, Burkina Faso, Colombia, Great Britain, France, Hungary and Malaysia. All of these country studies show the shortcomings of PSP and how social policies are crucial in addressing the issues of access and affordability. The choice of social policies varies from country to country. In France and Great Britain, heavy public investment was used to ensure universal access to piped water. In these countries, even with high regulatory capacity, social policies in the water sector have been crucial. For example, in France, they consist mainly of ex-post assistance to those who cannot afford to pay their water bills, operating a fund for rural water supply and prohibition of disconnection. Social policies in Great Britain include income support based on property values, subsidies, a ban on disconnections, various forms of social security support and social assistance in paying water bills. In addition, there exists an effective and independent economic regulatory body. In the case of Colombia, a subsidy helps provide the poor with access to affordable water. In addition, investment commitments prescribed to the private sector have been useful in increasing coverage. Similarly, in Brazil, the desire to make water supply universal led to heavy investment in the 1970s, and effective social policies (cross-subsidies) helped to increase coverage among the poor. However, the current impasse on whether the state or municipality has the right to grant concessions to the private sector is jeopardizing further progress. The government in Hungary provides subsidies to regions that have high production costs. In addition, industrial users cross-subsidize domestic consumption, and income transfers by central or local authorities shoulder some of the households' burden of water expenditures. Tariffs are kept low (a "hidden" social policy) and no disconnection is allowed in the case of non-payment of bills. The private sector has increased efficiency in the system, but investment is financed by the state. In Malaysia, the social policies that are in place comprise state financing of water supply in rural areas, cross-subsidy (industrial users to domestic) and a lifeline block tariff. In addition, the private sector is contractually obliged to increase coverage in urban and rural areas. In Burkina Faso, although the efficiency of the network has substantially improved with commercialization through PSP, there is growing pressure to dismantle social policies.
