Book excerpt: While the world's attention has been focused on the spectacular economic success of Japan and Korea, the less developed countries of Asia have often been neglected. Asian Development closes the gap. In nontechnical style and with minimal mathematics, it presents an in-depth perspective on the economic development of fourteen countries in East, Southeast, and South Asia. Asian Development is mainly a story of success. Though some problems remain, Asian countries have shown remarkable resilience in responding to sharp changes in the international economy--oil shocks, world recession and inflation, exchange-rate and interest-rate fluctuations, and rapid technological change. The authors conclude that their ability to adjust to changing external conditions is closely related to intelligent governmental policies. Looking back they comment: "In the past, growth of the United States and Japan pulled up the growth rates of the smaller economies in the region." Looking forward, they predict: "In the future, increasingly it will be the growth of the Asian developing countries that acts as a catalyst to growth in the more advanced economies."

More than 75 per cent of its gross domestic product (GDP) comes from the manufacturing and services sectors. However, Malaysia is stuck in a middle-income trap and is facing challenges on the economic and political front. In June 2010, Prime Minister Najib Razak unveiled the 10th Malaysian Plan (2011-15) to chart the development of Malaysia from a middle- to high-income nation. This publication represents a policy-oriented stocktake and evaluation by academics, policy-makers, and business people on Malaysia’s achievements, present work-in-progress endeavours, and some of the future challenges facing the nation in its pursuit to achieve a developed high-income country status.

Malaysia is one of the middle-income economies that are going through rapid structural change. Since the mid 1980s it has changed to an industrially based economy with large-scale export of electrical and electronic components. However, thirty years after Malaysia's re-distributive policies have been exercised, regional inequality still exists. This book examines the nature and impact of regional policies in relation to the patterns of demographic and economic structural change and in relation to growth, distribution and income disparities across regions in Peninsular Malaysia. The book also explores the degree to which differences in regional manufacturing distribution and concentration have contributed to regional inequality. It concludes with a number of recommendations for regional policies that will reduce this inequality.

Book excerpt: This study provides the most comprehensive and detailed analysis available on factors behind the decline in maternal mortality in Malaysia and Sri Lanka in the past 50 to 60 years and the magnitude of health system expenditures on maternal health. The main findings are that a modest investment in maternal health services, combined with other poverty reduction measures leads to a fairly rapid decline in the maternal mortality ratio (MMR), defined as the number of maternal deaths per 100,000 live births. The strategies of Malaysia and Sri Lanka changed over time, from an initial emphasis on expanding the provision of services, especially in underserved areas, to increasing utilization and, finally, to emphasizing the improvement of quality. Removing financial barriers to maternal care for clients was an important step in both countries. Professional midwives constitute the backbone of maternal care in Malaysia and Sri Lanka. The MMR reduction in developing countries is feasible with modest public expenditures when appropriate policies are adopted, focused wisely, and adapted incrementally in response to environmental conditions and systems capacity. One of the main objectives of the study is to make an argument that the Marxian and Gramscian ideas of false consciousness and hegemony are incorrect. He develops this conclusion throughout the book, through the different scenarios and characters that come up during his time of fieldwork in the village. This publication, based on 2 years of fieldwork (1978-1980), focuses on the local class relations in a small rice farming community of 70 households in the main paddy-growing area of Kedah in Malaysia. Introduction of the Green Revolution in 1976 eliminated 2/3 of the wage-earning opportunities for smallholders and landless laborers. The main ensuing class struggle is analyzed being the ideological struggle in the village and the practice of resistance itself consisting of: foot-dragging, dissimulation, desertion, false compliance, pilfering, feigned ignorance and sabotage acts. Rich and poor are engaged in an unremitting if silent struggle to define changes in land tenure, mechanization and employment to advance their own interests, and to use values that they share to control the distribution of status, land, work and grain.
