It is focused on the north-western Malaysian Sultanate of Kedah which is acknowledged as the oldest unbroken independent kingship line in the 'Malay and Islamic world' with 1,000 years of history. Little scholarly attention has been paid to its pre-modern history, society, religion, system of government and unique geographic situation, potentially controlling both land and sea lines of communication into the remainder of Southeast Asia. It will thus provide the first comprehensive treatment in English, or other languages, on Kedah's pre-modern and nineteenth century historiography and can provide a foundation for comparative studies of the various Malay states which is presently lacking. The proposed book also sheds much needed light on a range of important topics in Malay history including: Kedah and the northern Melaka Straits history, colonial expansion and rivalry, Southeast Asian history and politics, interregional migration and the influence of the sea peoples or orang laut, traditional Malay socio-political and economic life, Islamic influences and the course of Thai-Malay relations. The book attempts to offer a new understanding, not only of Kedah, but of the political and cultural development of the entire Malay world and of its relationships with the broader forces in both its continental and maritime settings. It argues that Kedah does not seem to follow, and in fact, often seems to contradict what has been commonly been accepted as the "typical model" of the traditional Malay state. Thus it concludes that the ruling dynasty has historically exploited a wide range of unique environmental conditions, local traditions, global spiritual trends and economic forces to preserve and strengthen its political position.

The narrative continues independent of each other, representing an uncomfortable conscience glancing at each as two separate polities of Penang and Kedah, socially and intellectually structured by the year 1786. This book makes a strange revisit to pretension of a fact/event. And it counters the terra nullius doctrine. It also establishes that the lex loci was the Adat Temenggong (customary law) modified by the Qanun (laws) of Kedah. Malay collective memory maintains that Pulau Pinang is integral to the Kedah Sultanate. The island has law, order and society before the presence of the Europeans; not a "band of natives and fishermen" as stereotyped by the colonial narrative, even in the colonial courts. The Malays in Pulau Pinang in recent decades have become 'beggars' to their own history. This book contests that history through moral and legal arguments, as well as raising the themes and issues of representation and redemption.

Pewarisan takhta berasal usul daripada wa’ad raja dengan rakyat seperti yang tersurat dalam Sulalatus Salatin yang membentuk arketaip politik kenegaraan Melayu sehingga ke hari ini. Sementara kuasa dan kekuasaan pula amat berhubungan dengan kelahiran undang-undang dan amalan adat istiadat yang mengukuhkan atau mengawal keutuhan takhta. Sejarah penulisan buku yang khusus tentang panduan politik kenegaraan Melayu boleh disusuri semula melalui karya ketatanegaraan yang lahir di istana Aceh Darussalam pada abad ke-17, seperti Nasihat al-Muluk, Taj al-Salatin dan Bustan al-Salatin. Karya yang menerima pengaruh daripada tradisi politik kenegaraan Islam tersebut mengandungi pelbagai panduan bertulis tentang pembentukan keperibadian raja dan pembesar dan berperanan sebagai cermin adab kepimpinan mapan kepada mereka dalam melaksanakan pemerintahan negara. Hakikatnya hampir semua karya yang memerikan sejarah politik kesultanan Melayu lahir pada zaman penjajahan Barat di Alam Melayu dan hal ini menimbulkan persoalan tentang tujuan tersurat dan tersirat penulisan karya-karya tersebut sebagai benteng ketahanan politik kenegaraan Melayu. Karya-karya besar yang terhasil pada satu-satu zaman mengandungi kepelbagaian maklumat tentang konsep negara, tokoh pemimpin, suara rakyat dan pengajaran moral yang berhubungan dengan politik yang berlaku pada masa lalu. Karya-karya ini sewajarnya terus menjadi sumber rujukan sehingga ke hari ini, sama ada daripada sudut pendekatan sejarah persuratan yang diakronik atau sinkronik. Gagasan ini memerlukan penelitian filologi yang berterusan terhadap karya Melayu yang masih wujud dalam bentuk manuskrip Jawi yang berada di dalam dan di luar negara. Kini, semua hasil persuratan yang lahir pada abad ke-15 sehingga awal abad ke-20 yang memperlihatkan kekuatan isi dan kehalusan seni kepengarangan Melayu telah disanjung oleh masyarakat sebagai Karya Agung Melayu, sekali gus meninggikan teras politik kenegaraan Melayu dalam menghadapi cabaran kehidupan pada abad ke-21 ini.
