Book excerpt: The purpose of this study evaluates the work completed in the "Jefferson County Public Schools" (JCPS) project, "Making Time for What Matters Most", aiming to improve student achievement, narrow achievement gaps, strengthen students' college readiness skills, and increase the percentages of students who graduate and go on to college. In order to achieve these overarching aims, JCPS defined three goals: (1) provide structures and supports to facilitate student mastery of academic material and successful completion for all core courses in one year or less; (2) provide a range of personalized supports to students to increase engagement in school and promote college readiness; and (3) improve teachers' pedagogical and student support practices to maximize the effectiveness of increased learning time. JCPS' district high school leadership selected six persistently low-performing high schools for the project: Academy @ Shawnee, Fern Creek Traditional High School, Moore Traditional High School, Valley Traditional High School, Waggener High School, and Western High School. These schools were chosen because they serve higher proportions of minority and economically disadvantaged students relative to both the county and district overall. This evaluation includes results on grant implementation goals as well as academic outcomes for students, college going rates, and teacher efficacy ratings on survey results. Though program results were shy of goals established at the beginning of the project, implementation insights detailed in the report can provide districts and other innovators information for similar implementation goals. This report also includes copies of surveys used in the project. The following are appended: (1) Spring Interview Protocols; (2) 2015 Principal and College Access Resource Teacher (CART) Implementation Surveys; (3) 2015 Student Survey; (4) 2015 Teacher Survey; (5) Core Course Classification; (6) Core Course Analyses; (7) Means and Standard Deviations of Student Perceptions of the Academic Challenge Item Index by School; and (8) Teacher Survey Aggregate Means, Standard Deviations, and Percentages for Scales by Item.
