Book excerpt: The research is conclusive: Providing a high-quality early childhood education is crucial if we are to reach our state and national goals of educational equity and excellence, preparing children for college and career. The federal government, states throughout the country, and the courts are increasingly recognizing this reality. This report provides a detailed roadmap for making high-quality, full-day prekindergarten available for all three- and four-year-old children in New York State over an eight-year period. The Campaign for Educational Equity and the Center for Children's Initiatives drafted this roadmap in consultation with more than 100 public education and early childhood experts, advocates, teachers, and administrators across the state. It draws on lessons learned in other states and recommendations from leading national researchers in the field. The report offers a new financing strategy that recognizes prekindergarten as an essential educational service. The eight-year roadmap is based on four key recommendations--target group, phase-in schedule, financing framework, and funding levels--and includes the following essential quality elements: appropriate class sizes; well-qualified highly effective teachers; well-qualified supervisors and administrators; appropriate, evidence-based curricula; comprehensive services and supports; appropriate services for students with disabilities; support for English language learners; and quality, accessible learning environments. Early childhood is still a relative newcomer to public education and, as such, lacks the essential system supports and infrastructure available to other grades funded in the traditional K-12 system. New York does not have a funding strategy for pre-K that covers critical elements such as workforce development, transportation aid, and facilities. This roadmap includes these and the other infrastructure elements that have been identified by policymakers, practitioners, and researchers as vital to ensuring effective use of resources and promote positive outcomes for children. Specifically, the state must ensure: (1) the recruitment and retention of highly effective teachers; (2) facilities expansion planning; (3) transportation aid; (4) data infrastructure; (5) effective community partnerships; (6) quality assurance; and (7) ongoing program evaluation. Book excerpt: With the strong leadership of Governor Andrew Cuomo, solid support from the state legislature, the Regents, and the New York State Education Department, and the unwavering commitment of Mayor Bill de Blasio of New York City, New York State has made significant strides over the past year in expanding access to high-quality full-day prekindergarten across the state. With this important momentum and committed leaders, the state is now in a position to make prekindergarten truly universal. But to do so, several aspects of the existing legislation must be modified, and the funding system must be stabilized at an adequate level. To show how to accomplish this, the Center for Children's Initiatives (CCI) and the Campaign for Educational Equity at Teachers College (CEE) have revised the statewide roadmap for "Making Prekindergarten Truly Universal in New York" that was originally published in October 2013. The authors incorporate the new funding and quality standards initiatives that the governor and the legislature adopted this year and propose the modifications and reforms that are now needed to merge these advances into a coherent, sustainable, universal system. The ultimate goal, as argued in the original roadmap, is to recognize the right of every three and four year old to high-quality, full-day prekindergarten. In this report, the authors lay out the steps down that path, year by year, starting with important modifications of the Statewide Universal Full-Day Prekindergarten Program in the state's 2015 budget, and moving toward a guarantee of full access to full-day prekindergarten. The state should continue to support the service in both public schools and community-based settings, to assure families have a broad range of options to meet their needs.

Book excerpt: Prior research suggests that high quality universal pre-kindergarten (UPK) programs can generate lifetime benefits, but the mechanisms generating these effects are not well-understood. In 2014, New York City made all 4-year-old children eligible for high-quality UPK programs that emphasized developmental screening. We examine the effect of this program on the health and healthcare utilization of children enrolled in Medicaid using a difference-in-regression discontinuity design that exploits both the introduction of UPK and the fixed age cut-off for enrollment. The introduction of UPK increased the probability that a child was diagnosed with asthma or with vision problems, received treatment for hearing or vision problems, or received a screening during the prekindergarten year. UPK accelerated the timing of diagnoses of vision problems. We do not find any increases in injuries, infectious diseases, or overall utilization. These effects are not offset by lower screening rates in the kindergarten year, suggesting that one mechanism through which UPK might generate benefits is that it accelerates the rate at which children are identified with conditions that could potentially delay learning and cause behavioral problems. We do not find significant effects of having a child who was eligible for UPK on mothers’ health, fertility, or healthcare utilization.
