Book excerpt: "With the rising youthful population as well as the unemployment rate in sub-Saharan Africa, agriculture stands as a potential employment sector to provide jobs for the youth and promote sustainable and inclusive growth. Young people's empathy for agriculture, however, seems not to have changed despite government policies aimed at encouraging them to embrace agricultural jobs. Combining participant and focused interviews, this research finds out from the youth reasons that keep them away from agriculture. Findings reveal that youth have a negative perception of agriculture which is shaped by their society and educational system. The study thus identifies education as a powerful tool to reshape this perception by presenting agriculture as a viable employment sector which needs the ingenuity of young people to improve. Also, it underscores the importance of moving away from the colonial understanding of agriculture by making agricultural development an Africa-owned initiative which needs political will, investment and young people to thrive. In arguing for an innovative restructuring of agriculture, the paper posits that Africans need to move past the idea that modernization is equal to westernization and adopt appropriate tools and mechanisms. Lastly, it recognizes intra-regional trade as a powerful avenue which needs to be harnessed to compensate for the limitations imposed by the rules of international trade"--Leaf iii.

Book excerpt: Young people account for a large percentage of the rural population, and are often unemployed or underemployed, despite the need for labour force in agriculture. Rural youth face many hurdles in trying to earn a livelihood. They do not perceive agriculture as a remunerative or prestigious profession, and until they find meaningful economic opportunities and attractive environments in rural areas, they will continue to migrate to cities. This trend not only contributes to the emerging phenomenon of over-urbanization and growing unemployment in urban areas, but is also expected to affect global food production. Investing in young people living in rural areas is therefore key to enhancing agricultural productivity, boosting rural economies and ensuring food security. This publication provides real life examples on how to re-engage youth in agriculture. It shows how tailor-made educational programmes can provide rural youth with the skills and insights needed to engage in farming and adopt environmentally friendly production methods. Many of the initiatives and approaches reported in this study originate from the youth themselves. The following study was a joint undertaking of the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD) and the Technical Centre for Agricultural and Rural Cooperation (CTA).

Book excerpt: The achievement of the first two Sustainable Development Goals (SDGs) – end poverty and hunger by 2030 – requires substantial investments. To fully contribute to sustainable development, both public and private investments should be perfectly aligned with the SDGs. In this context, empowering youth to invest in their own farms and businesses along agricultural value chains should be a key component of sustainable development-centered investment promotion and mobilization strategy for three reasons: the improvement of food security; the promotion of the added value of food products; and the improvement of employment and economic well-being. This strategic planning tool can help propel investments by young agri-entrepreneurs at national or regional levels, and help ensure their sustainability. It analyses the current environment and overall conditions young investors face while offering practical solutions to overcome the main challenges identified. The strategic planning tool also helps ensure that decision-makers take ownership of the results through a participatory and inclusive process. The strategic planning process consists of four steps: 1. Identify which actions to prioritize (promising agri-food chains; target areas and groups of young people with the potential to become successful agri-entrepreneurs and who need help the most); 2. Analyse the current context, institutional, policy, legal, and incentive frameworks as well as existing services which help young agri-entrepreneurs make sustainable investments in the agricultural sector and food systems; 3. Develop a common vision of the optimal situation for young agri-entrepreneurs investing in agri-food chains; and 4. Develop practical solutions to enhance sustainable and responsible investments by young agri-entrepreneurs.

As household dietary pattern is changing, new demands by a rising middle class for diversified and processed foods are creating new job opportunities in food-related manufacturing and services. Agro-food industries are labour-intensive and can create jobs in rural areas as well as ensure food security. Yet the employment landscape along the agro-food value chains is largely underexploited. This study looks at local actions and national policies that can promote agro-food value chains and other rural non-farm activities using a youth employment lens.

Agriculture, and particularly smallholder farming, remains the single largest source of youth employment in most low- and middle-income countries (LIMCs), but today's young rural men and women express little interest in agricultural futures. However, research on rural youth aspirations suggests that many young people are not averse to agriculture as such, but to agriculture's current neglected condition and the near impossibility of becoming an independent farmer while still young, due to lack of access to land. Rural youth outmigration does not necessarily reflect a permanent, lifetime abandonment of rural life, agriculture or the possibility of a return to farming. A youth-inclusive agricultural and rural development agenda means: approaching young people not as instruments of development, but as subjects, actors and citizens; mainstreaming young people and their interests in policy dialogues, organizations and social/political movements, both locally and nationally; more effective support for small-scale agriculture and opportunities for young rural men and women to engage in farming, including provision of land and other agrarian resources as a cornerstone of rural youth policy; and investment in infrastructures that make rural places more attractive for young men and women to live and work in"--Page 4 of cover.

Book excerpt: Engaging burgeoning youth populations in developing country agriculture is seen as an important strategy toward effective, efficient, and sustainable food system transformation. Yet the policy, institutional, technological, and capability barriers and ways to overcome them for successful participation of youth in agriculture are not fully understood. We use a conceptual framework that identifies key pathways to prosperity for youth and classifies contextual and driving factors that contribute to the success of youth engagement in agriculture. The framework comprises four broad categories of strategic interventions: policy and socioeconomic environment; institutional; technological/business infrastructure; and individual skills and capacities. In the context of this framework, we then present insights from cases of youth participation in agriculture in five countries: Guatemala, Niger, Nigeria, Rwanda, and Uganda. The countries and cases were purposively selected as part of ongoing research on youth engagement in agriculture. Policies and strategies play an important role in creating an enabling environment for youth engagement in agriculture, including by fostering transparency and accountability in the policy system and promoting youth engagement in the private sector through agricultural extension and other services. Institutions and intermediaries provide financial support, training, and access to market for youth entrepreneurs. Support in these areas should be strengthened. Systems approaches, such as multi-stakeholder platforms, provide holistic support to young agripreneurs (entrepreneurs in agriculture), but require effective coordination. Similarly, information and communication technologies can play a facilitating role by providing platforms to network and receive updated market information but need to be significantly scaled up. Individual capacities can drive youth engagement in agriculture and agripreneurship but must continue to be built up through expanded education and training on technical and functional skills. As policymakers and program managers search for interventions that can promote youth involvement in agriculture in their own countries, the insights from the five countries examined that are presented in this paper may be useful for identifying context-specific challenges and pathways to successful youth engagement in agriculture in their own countries. The framework presented here can be applied to study youth engagement issues in any country or in sub-national, decentralized contexts to generate evidence to guide the design of youth-in-agriculture development programs. There is a need to support, strengthen, and implement the driving factors identified in this paper for expanding youth engagement in agriculture.

In the past, greater attention has been paid to reintegration in cities. This report takes a step in addressing that gap, assessing lessons learned and best practices in supporting sustainable reintegration specifically in rural areas. The aim of the global lessons learned report is to provide a roadmap for collective action in support of returnees in rural areas and rural communities across a range of development settings. At a time when the COVID-19 pandemic continues to impact mobility, and with an eye to future disruptions that the world may face, there is an opportunity to support rural environments as spaces of protection and inclusion for returnees.
