Book excerpt: "With the rising youthful population as well as the unemployment rate in sub-Saharan Africa, agriculture stands as a potential employment sector to provide jobs for the youth and promote sustainable and inclusive growth. Young people's empathy for agriculture, however, seems not to have changed despite government policies aimed at encouraging them to embrace agricultural jobs. Combining participant and focused interviews, this research finds out from the youth reasons that keep them away from agriculture. Findings reveal that youth have a negative perception of agriculture which is shaped by their society and educational system. The study thus identifies education as a powerful tool to reshape this perception by presenting agriculture as a viable employment sector which needs the ingenuity of young people to improve. Also, it underscores the importance of moving away from the colonial understanding of agriculture by making agricultural development an Africa-owned initiative which needs political will, investment and young people to thrive. In arguing for an innovative restructuring of agriculture, the paper posits that Africans need to move past the idea that modernization is equal to westernization and adopt appropriate tools and mechanisms. Lastly, it recognizes intra-regional trade as a powerful avenue which needs to be harnessed to compensate for the limitations imposed by the rules of international trade"--Leaf iii.

The very realization of future generations’ food security, the sustainable transformation of food systems and the combat against unemployment and distress migration all depend upon the successful implementation of strategies that make the agri-food sector more attractive for the youth. This, in turn, requires smart policy responses that will help young investors overcome the numerous barriers they face – access to finance, land, information and technical services, to name but the most crucial ones.Since 2017, FAO has provided support to African and South-East Asian countries in identifying key challenges for young agri-entrepreneurs and good practices through participatory capacity analyses and strategic planning processes which were carried out with, and for the youth. This report summarizes the main findings and lessons learned from FAO’s work with eleven African countries – Côte d’Ivoire, Guinea Conakry, Malawi, Mali, Mauritania, Mozambique, Namibia, Senegal, South Africa, Tunisia and Uganda. It identifies key challenges and policy recommendations regarding youth’s access to finance; land; technical services and information; as well as the engagement of youth in policy-making processes. The report also contains a set of five overall key policy recommendations for the empowerment of young agri-entrepreneurs.

Rural youth face many hurdles in trying to earn a livelihood. They do not perceive agriculture as a remunerative or prestigious profession, and until they find meaningful economic opportunities and attractive environments in rural areas, they will continue to migrate to cities. This trend not only contributes to the emerging phenomenon of over-urbanization and growing unemployment in urban areas, but is also expected to affect global food production. Investing in young people living in rural areas is therefore key to enhancing agricultural productivity, boosting rural economies and ensuring food security. This publication provides real life examples on how to re-engage youth in agriculture. It shows how tailor-made educational programmes can provide rural youth with the skills and insights needed to engage in farming and adopt environmentally friendly production methods. Many of the initiatives and approaches reported in this study originate from the youth themselves. The following study was a joint undertaking of the Food and Agriculture Organization of the United Nations (FAO), the International Fund for Agricultural Development (IFAD) and the Technical Centre for Agricultural and Rural Cooperation (CTA).

Further, it presents the technical issues to be considered under SAMA and the options to be analysed at the country and sub regional levels. The ten key elements required in a framework for SAMA are as follows: The analysis in the framework calls for a specific approach, involving learning from other parts of the world where significant transformation of the agricultural mechanization sector has already occurred within a three-to-four decade time frame, and developing policies and programmes to realize Africa’s aspirations of Zero Hunger by 2025. This approach entails the identification and prioritization of relevant and interrelated elements to help countries develop strategies and practical development plans that create synergies in line with their agricultural transformation plans. Given the unique characteristics of each country and the diverse needs of Africa due to the ecological heterogeneity and the wide range of farm sizes, the framework avoids being prescriptive.

In spite of these constraints, sustainable agriculture, food security and nutrition security in Sub-Saharan Africa can be achieved by adopting a multi-pronged approach, which includes improved agricultural mechanization, adoption of high yielding crop varieties, use of information technology, public investments in improved technologies, and rural infrastructure funding. This edited volume provides innovative policy tools for enhancing Sub-Saharan Africa's capacity to achieve sustainable agriculture, food security and nutrition security in the digital age and in the face of climate variability. Falling costs of digital technologies and their popularisation are driving innovations to develop solutions to improve the productivity, incomes and resilience of farmers and food systems. This includes the building of more adaptive and agile value chains through use of data, leveraging the power of satellite observation and geodata to address pest and disease threats; the development of novel solutions for supporting farmers’ social protection; and the enhancement of traceability systems applied to food products from farm to fork. The study assesses the youth inclusiveness of current bioeconomy strategies and related policies and identifies six policy goals and how they need to be addressed for greater youth inclusion. Additionally, the report assesses specific youth employment opportunities and challenges in different sectors of the bioeconomy and provides a specific set of recommendations to support youth participation in the bioeconomy. Finally, the report provides generic recommendations for better youth inclusion and support in the bioeconomy. Overall, the report concludes that the bioeconomy offers considerable opportunities and is attractive to youth, but more needs to be done to support youth entrepreneurship and employment in the sector.
