Book excerpt: "Roma ethnic minority, also called the Romani people and sometimes as gypsies (usually in derogatory way), have one of the most dramatic histories in Europe and worldwide. The Indian origin of Roma as advocated by linguists since the 18th century, based on similarities between the Romany language (referred also as Romanes or Romani) and the Sanskrit (Achim, 2004), is now widely accepted. Although the precise region of the Indian sub-continent which Roma originated and migrated from to Europe remains elusive, genetic linguistic, historical and anthropological findings suggest that their migration started from Central India, to the Northern India, then transiting Persia and Armenia and travelled towards the Byzantine Empire and Asia Minor, and finally to Greece (Kenrick, 2007). The precise time when the journey started is also uncertain. Historical records indicate that Roma first came to work in Persia sometime between 224-241, and were either brought or deported to the Arab Empire at the start of 661, reach Constantinople in 1050, and then were in Greece in 1290. They then continued to Eastern Europe and Balkans (arriving in Serbia in 1348, Croatia in 1362, Bulgaria in 1378, Romania in 1385), followed by Central and Western Europe (arriving in Germany in 1407, France and Switzerland in 1418, Belgium in 1419, Holland in 1420, Italy in 1422, Spain in 1425, Hungary in 1489, and England in 1513; see Kenrick, 2007, for a comprehensive chronology of Roma history)"--

The symposium celebrated the 10th anniversary of the European Youth Campaign against racism, antisemitism, xenophobia and intolerance by marking its continuation and restart. The links with the 1995 Campaign are solid and concrete and they go far beyond just sharing the same slogan, all different -all equal. Social, political and technological change has opened the way for improvement in some areas, but also for an aggravated situation in many others. Today there are forms and manifestations of discrimination that did not exist a decade ago. In parallel to this, on the positive, there are also new means available for the fight against discrimination and intolerance. The new campaign is therefore characterised by both continuity and change.

In and around many cities, social and economic imbalances have led to the development of disadvantaged neighbourhoods, where diversity is also accompanied by poverty and often marginalisation or exclusion. This is sometimes combined with different forms and levels of de facto social segregation, discrimination and violence. At times of economic and social crisis, feelings of powerlessness and anxiety about the future risk deepening local tensions and underlying conflicts. Young people are often at the centre of these tensions because they are more vulnerable and insecure, and because they are more directly affected by uncertainties regarding the development of their autonomy, as well as participation in society and contribution to its development. The Council of Europe has challenged itself to respond to these situations by adopting recommendations for its member states that encourage and support them in finding adequate policy responses to situations of exclusion, discrimination and violence affecting young people in disadvantaged neighbourhoods. In early 2015, the Committee of Ministers of the Council of Europe adopted a policy recommendation with proposals for policy measures to member states in order to promote access to social rights for young people. Proposals concern: – the provision of accessible, affordable public services; – overcoming segregation; – promoting the participation of young people; – combating discrimination; – recognition of youth work and non-formal education; – promoting gender-sensitive approaches to the elaboration of youth policies. This publication is an accompaniment to this recommendation, and aims to bring its content closer to policy makers, youth work practitioners, youth organisations and youth workers, and provide step-by-step information and guidance on the implementation of the recommendation. The publication also offers advice and examples of actions to take and policies to develop so that the social rights of young people are taken seriously by all the actors concerned by social inclusion and social cohesion.

The aim of this report is to convey the main points of a training seminar organised in close co-operation with the UNHCR, Representation in Strasbourg, it brought together young forcibly displaced persons and other young people working in their favour. The organisers and participants of the seminar were driven by the strong conviction that all young people need to participate in building Europe, that social cohesion implies the inclusion of marginalised, minority youth and that nobody can talk about young refugees needs and assets better than young refugees themselves. This publication presents the most important ideas, reflections and recommendations formulated by the participants, it is a collection of testimonies and ideas from young people who have themselves experienced various situations, difficulties and successes as young refugees in Europe.

Social integration processes are defined by sociologists as the mechanisms through which a society is held together, and populations are transformed into collectivities and communities. They are understood by criminologists to be an important factor in crime prevention, and factors such as peer groups and families are strong determinants of criminal behavior. In a time when society, and particularly young people, can seem increasingly fragmented (due to new technologies, rapidly increasing migration, economic inequality, and increased individuation), the researchers in this volume seek to understand whether and how these phenomena affect young people, and how they may have an impact on the development of criminal and antisocial behavior.
