We identify five priority areas for policies: (1) reduction of trade costs, at and behind the border; (2) further liberalization of FDI including through simplification of regulations and procedures; (3) improving infrastructure including in urban areas to enhance manufacturing and services in cities; (4) preparing labor resources (skills) and markets (flexibility) for the technological progress that will shape jobs in the years ahead; and (5) creating an enabling environment for innovation and entrepreneurship to draw the economy into higher productivity activities.

Through an in-depth analysis of its trade policy evolution in the 2000s, the author explains India’s limited share of global merchandise trade, especially manufacturing trade and relatively low GVC integration. The book discusses India’s trade policy, pattern and global trade participation not just in the comparative context of China as is true of most analyses relating to the Indian economy, economic reforms and trade liberalization in India but also in the context of regional economies like Vietnam, Thailand, Malaysia, Bangladesh and other emerging market economies (EMEs) that have successfully integrated with GVCs/ RVCs in the period under reference. Progress and nature of India’s value chain participation relative to other economies has been evaluated in this context. The book further examines policy developments with respect to traditional trade measures like tariffs and export schemes, trade and GVC related policies in special economic zones (SEZs) as well as GVC-facilitating policy instruments such as regional/ free trading agreements (RTAs/FTAs) and investment treaties. Book excerpt: This paper estimates the short-term and long-run price and income elasticity of Indian exports, and investigates the role of supply-side bottlenecks in shaping India’s export demand relationship. We use disaggregated export volume data for 45 Indian industries over the period 1990-2013, as well as industry-specific international relative prices, for estimation. Our results indicate that Indian exports are sensitive to international relative-price competitiveness, world demand, and energy shortages. In addition, binding supply-side constraints (notably energy shortages) dampen price responsiveness in the short-term.

Fred Bergsten shows that India could increase its exports by $500 billion per year by joining the next stage of the Trans-Pacific Partnership (TPP) trade agreement. Bergsten argues trade liberalization would enable India to increase its annual economic growth to 8 to 10 percent, as targeted by the government of Prime Minister Narendra Modi. Millions of new jobs would be created as a result, and poverty would be substantially further reduced. By contrast, India will lose as much as $50 billion of current exports because of increasing discrimination against it by other countries if it remains outside the new global trade network. This network includes the plurilateral agreements on international services, environmental goods, and government procurement now being negotiated in and around the World Trade Organization as well as the TPP and other megaregional arrangements. To be accepted into these agreements, India will have to implement the economic reform program proposed by the Modi government. It will also have to liberalize its own markets to international trade and investment in order to persuade other countries to open their markets to its exports. To join the TPP, or a Free Trade Area of the Asia Pacific as proposed by China that might succeed it, India will probably first have to join the Asia Pacific Economic Cooperation (APEC) forum within the next couple of years. President Barack Obama has welcomed India’s interest in APEC and, if India adopts the needed policy changes, should strongly support Indian membership.

The report examines three critical and relatively understudied drivers of competitiveness: -Economies of agglomeration: firms and workers accrue benefits from locating close together in cities or clusters through urbanization and localization. -Participation in global value chains: stronger competitive pressures weed out least productive firms while others improve by gaining access to new knowledge and better inputs. -Firm capabilities: in order to operate close to what would be considered optimum efficiency levels given the prevailing factor prices and thus employ South Asia’s abundant labor. The report shows that South Asia has great untapped competitiveness potential. Realizing this potential would require the governments in the region to pursue second generation trade policy reforms for firms to better contribute to and benefit from global value chains (e.g. facilitating imports for exporters), to facilitate the development of industrial clusters in secondary cities (cheaper and less congested than the metros) as well as to deploy policies to improve the capabilities of firms.

Book excerpt: This paper investigates the determinants of sustained accelerations in goods and services exports. Strong predictors of export takeoffs include domestic and structural indicators such as lower macroeconomic uncertainty, improved quality of institutions, a depreciated exchange rate, and agricultural reforms. Lower tariffs, participation in global value chains and diversification also contribute to initiating export accelerations. The paper also finds heterogeneity, with somewhat different triggers for Latin America and the Caribbean, as well as for goods and services. Finally, despite the lack of a robust effect on output, export surges tend to be associated with lower post-acceleration unemployment and income inequality.

Book excerpt: Growth‐enhancing structural change—a relocation of labour from low‐ to high‐productivity sectors—is increasingly perceived as inextricably linked with the sustainable development agenda. In the pursuit of structural change, policymakers have pinned their hopes on targeted policy tools such as special economic zones (SEZs). These geographically demarcated spaces designed to attract investment with a wide set of advantages have become de rigueur; however, a systematic evaluation of evidence‐informed policymaking is scarce due to conceptual and practical challenges. This book fills that gap and shows that SEZs are no ‘shortcut’ to economic development; their success in driving economic transformation depends on the complex interplay of sociopolitical, economic and strategic factors. This book contributes to the burgeoning literature on SEZs by providing the first systematic evaluation of the SEZ policy. It adopts the ‘policy cycle approach’ to organise policy evaluation into three hierarchical layers: input evaluation (agenda building), output evaluation (policy designs) and outcome evaluation (immediate effects of SEZs on firms’ behaviour and performance) with special reference to South Asian countries. The strategy is to bring together the findings of microeconomic evaluations to draw macro inferences on the contribution of SEZs to the broader objectives of structural transformation and competitiveness. Part I of the book delves into development challenges facing the region, lays out theoretical foundations underlying the relevance of SEZs in addressing them and examines the relevance of SEZs in the context of South Asia. Part II evaluates the policy first at systemic level to gauge whether and how the policy is rooted in broader development goals and then at the design level to examine the fit between the policy goals and designs. Part III presents a counterfactual evaluation of the impact of SEZs on investment climate; export competitiveness of firms; technology and innovation; and knowledge linkages of SEZ firms with the wider economy. The final chapter concludes by discussing the emerging challenges and the way forward. This will be a useful reference for academics, researchers, policymakers and professionals in international trade and business, public policy, industrial economics and regional integration.
