The purpose of this guide is to assist operations-level managers in solving some of these problems. The Maintenance Performance System (Organizational) (MPS(O)) is designed to improve maintenance efficiency and training effectiveness. There are four components to the MPS(O); this document is concerned only with the Action-Taking component. This guide to maintenance action-taking is composed of two parts. Part I describes in detail how information contained in MPS(O) reports can be translated into corrective action. Specific examples are provided to illustrate and clarify the concepts. All of the problem-solving methods described in Part I are based on established Army doctrine and practice. One of the methods that require special attention, however, is Action Meetings. The concept of Action Meetings is introduced; Part II provides detailed guidance concerning the Action Meeting process. The objective of Part II of the Guide is to provide you--the operations-level maintenance manager--with a blueprint to help prepare and conduct Action Meetings. Appendix A provides a description of the total MPS(O) to show how action-meetings are integrated with the other system components.

Book excerpt: This report describes a three-year project to develop, implement and evaluate an Army Maintenance Performance System (MPS(O)) for organizational level maintenance in armor and mechanized infantry battalions. From specific maintenance and training information provided by the MPS(O), managers, supervisors and trainers can assess and solve problems of resource allocation, skill deficiencies, and equipment readiness. The MPS(O) automatically maintains a task-performed inventory for each mechanic and indicates need for training on low-skill tasks. A prototype MPS(O) developed early in the project was later modified to Division-86 maintanence needs and a refined version was operated by contractor staff on-site at Fort Carson, CO. The final version was operated by Army personnel at Fort Carson in three test batallions during an evaluation period. Maintenance leaders in MPS(O) battalions assessed key elements of their maintenance work related to effectiveness more positively than did maintenance leaders in a control non-MPS(O) battalion. Maintenance information needs were found to be satisfied better the longer the MPS(O) was used.

Book excerpt: To determine any change in performance brought about by a new system of maintenance training, the level of performance under the old system must be assessed. This report presents a measure of organizational maintenance performance in a brigade-sized unit. The repair actions performed on M551 turret end items at direct support level were recorded for 1 year. The data were derived from the Maintenance Request Form, DA 2407. On a monthly basis, the shop manager of a direct exchange facility at the direct support level forwarded computer-compatible data records to ARI for processing, Maintenance performance charts and tables were returned to the unit monthly. The nature and number of items turned in for repair varied greatly over the year, as a function of personnel turbulence and unit activity. The total rate of false removals was 42%. The measure of organizational maintenance performance was useful, easy to obtain, and compatible (i.e., did not interfere) with mission performance.
