Book excerpt: East Asia has been relatively free from large-scale conflict in the 1990s, but the absence of security organisations or even of a sense of community within the region has raised doubts about its future security. China and Japan are likely to bear much of the responsibility for maintaining stability, but both countries have been reluctant to adopt a leadership role. South-east Asian states have been willing to take the initiative outside of their sub-region, but they possess neither the resources nor the authority to lead the whole of East Asia. In the long term, the ability to organise the region depends on greater clarity in the identity of leading states in the region, and of the region as a whole. This paper analyses the way in which issues of identity have affected the actions of the key players, and assesses future challenges and possibilities in the search for regional security. It concludes that: Through the Association of South-East Asian Nations (ASEAN), South-east Asian states have developed a sense of confidence and unity. However, ASEAN’s need to safeguard its newly acquired identity means that it has not exported the ‘ASEAN way’ to the wider region of East Asia or the Asia-Pacific. The greater diversity that enlargement will bring and the effects of the crisis since 1997 are likely to make the Association’s defensive instincts still more resistant to change. In the 1990s, Japan has sought to redefine its identity, both in terms of its past and of its post-war values such as pacifism and human rights. This process has compelled Japan to face Asia more squarely, and has increased the country’s self-assurance. As a result, it may become more willing to take the initiative in political and security, as well as economic, areas. For China, nationalism has become more important, just as communism’s position as the country’s unifying ideology has eroded. Beijing has tried to change the status quo in a forceful way. By the close of the 1990s, however, China has become increasingly willing to act as a responsible world power. A key test of this transformation will be Beijing’s treatment of the Taiwan question. The prospects for regional stability depend on Japan’s ability to reform and return to growth. The most pressing task is to revitalise East Asia’s economies. A return to prosperity would encourage China’s reform and opening process; lessen Japan’s introspection; make disagreements between the South-east Asian states less acute; and allow the Asia-Pacific region as a whole to move beyond both the triumphalism of the East Pacific and the resentment of the West.

Drawing on cases including the U.S. withdrawal from Vietnam and Washington’s pivot to Asia amid China’s growing regional role, it constructs an original balance of commitment model to explain continuity and change in U.S.-Southeast Asia policy. Balance of commitment goes beyond balance of power approaches to explains how translating Southeast Asia’s importance in U.S. thinking into actual commitments has proven challenging for policymakers as it requires simultaneously calibrating adjustments to power shifts, threat perceptions and resource extraction. The book applies the balance of commitment approach to several practical case studies, based on hundreds of conversations with policymakers and experts in the United States and Southeast Asia, personal experiences across nearly two decades and primary and secondary source material across a half-century. The findings suggest that the challenges of U.S. commitment to the region are rooted not simply in differences between administrations or divergences in outlook between Washington and regional capitals, but tough balancing acts for U.S. policymakers in domestic politics and wider foreign policy. As such, shaping U.S. strategy in Southeast Asia and calibrating and sustaining commitment requires not just appreciating Southeast Asia’s significance, but committing to the region in ways that manage structural aspects of U.S. thinking, capabilities and resourcing.

The U.S. relies on the region for trade of goods and has partnered with allies and other entities to maintain the regional stability. Asia-Pacific nations have faced many challenges that have resulted from such changes. Increased resource demands, violent extremism, and territorial disputes are examples of issues that are present in the region. China also poses unique challenges with its hegemonic actions and expansion of its sphere of influence in the region. The U.S. has taken steps to assess the state of the region, however, more strategies are needed to guide military leaders and policy makers. A stable security environment is the objective and partnering with international entities to collaborate and form cooperative strategic alliances can align the security objectives of the U.S. with its Asia-Pacific partners. This paper seeks to answer the question of whether a U.S. strategy toward partnering with the Association of Southeast Asian Nations (ASEAN) can serve as a mechanism to strengthen U.S. partnerships in the region while sustaining stability and maintaining the economic growth of the region."--Abstract.

Thereby the object of reference is not the state but the individual itself. This thesis assists in broadening the knowledge of regionalism but also puts high emphasis on the concept of human security and the affiliated challenges such as ethnic cleansing, human rights violation, genocide, migration influx and territorial disputes in the region of ASEAN+3. Although the RIO has been acknowledged and recognized as one of the successful examples of regionalism, the controversy about its consensus, its decision-making mechanism, and its non-interference mentality undermines its economic success by exposing millions of individuals to a variety of threats. Nevertheless, this would not have been considered ASEAN’s issue if the RIO did not commit itself for maintaining peace and regional stability in its charter, official statements, and treaty. Furthermore, this thesis does not marginalize the RIO’s economic success nor its economic effectiveness, but it rather asks how effective regionalism is with regard to traditional and non-traditional threats under the same umbrella term of human security challenges. ASEAN+3 cannot uphold its principles and values expressed in its official documents. At the same time, the organization cannot replicate the same effectiveness and success that it has in its economic policies in the area of human security. As the pillar of all types of security, human security is under-implemented, under-promoted and under-represented in the case of East and Southeast Asia that adumbrates its economic achievements.

The conference, titled Changing Security Dynamics in South East Asia deliberated on Southeast Asian perspectives on security, the role of external powers both current and also those that were rising, the problems of religious fundamentalism and terrorism, the challenges of maritime cooperation among countries abutting crucial world energy transit routes, the advantages of regional, multilateral organizations in fostering cooperative behaviours, and India's growing role and stakes in this region. The contributors point out that the primary security concerns confronting the region were often internal in nature. On the external front, they note the changing geo-political situation'due to the rise of China, a revitalized Japan, a more active Indian presence, along with the continued primacy of the United States. Stressing that these changes were accompanied by their own sets of opportunities and challenges, they express confidence in the ability of regional organizations like the Association of South East Asian Nations (ASEAN) to deal with the challenges. India and the countries of Southeast Asia have a rich shared history. New Delhi's policy initiatives like the 'Look East's policy have also deepened its economic and security links with the region. Contributors examine different aspects of this growing and multi-faceted relationship, including in meeting the common challenges of energy security, humanitarian and disaster relief, combating trans-national terrorism, among other issues. We hope that this book will contribute to a better understanding of the changing security dynamics in Southeast Asia.
