Book excerpt: In 1997, the European Union confirmed the promotion of equality between men and women as one of its political priorities by including it in the Treaty Amsterdam. A substantial change in the treatment of equal opportunities for women and men is required for the next generation of the Structural Funds, to meet the policy regulations agreed by the European Union and Member States. This report considers the issue of opportunities between women and men - called "mainstreaming ". The authors aim to explain the new approach to equal opportunities in the new regulations and guidelines for Structural Fund programmes and to show how equal opportunities could be addressed in the new programming period to meet the new requirements. It also provides some examples of some of the initiatives already being taken by regions of France, Germany and the UK to put the mainstreaming approach into practice.

It draws on a range of disciplinary perspectives to examine the effectiveness of the OMC as a medium for the advancement of gender equality within the EU. It also considers gender in the OMC in a variety of contexts and at both a general EU and Member State level. Central to the discussion is the concept of gender mainstreaming which proposes that a gender equality perspective should be incorporated at every level and opportunity of EU policy and practice. The authors assess how successful this has been in the context of the OMC.
