Book excerpt: Sri Lanka achieved middle-income-country status in January 2010, on the strenght of of the economic growth fueled by the liberalization policy introduced in the late 1970s and pursued albeit unevenly in the following years. To continue growing, however, Sri Lanka needs to pay attention to its much neglected infrastructure. Accordingly, this report, aims to provide policy makers in Sri Lanka with a sound analytical basis for prioritizing investments and designing policy interventions that result in the mobilization of funds and their effective use for future development of Sri Lanka’s infrastructure, and also to improve understanding of the infrastructure sectors in Sri Lanka, including their current state and performance, future development needs, investment requirements and financing gaps, and bottlenecks to infrastructure development. The report assesses the country’s infrastructure endowment and performance, analyzes the contribution of infrastructure to economic and spatial development, and outlines investment needs and strategic priorities within those established by the Mahinda Chintana. It provides a cross-sectoral analysis of the major infrastructure cross-cutting themes including the link between infrastructure and poverty reduction and economic growth; the institutional and regulatory framework; the main issues regarding planning, coordination, and financing; and the role and constraints of private sector participation in infrastructure financing and service provision. It identifies bottlenecks to economic growth and considers policy issues to address them.

The study of populism has long focused on the way its spokespersons have behaved as an oppositional force, in Western countries in particular. While discourses and practices of populists exercising a protest function still merit attention, this volume trains the focus on populists in government. The real novelty of the past decade is that many populists are now (or have been) in power, in Europe as well as in other parts of the world, and this book intends to play a pioneering role from a geographical and analytical standpoint. Besides Europe and Latin America, where populism is well established, populists are today—or have been recently—in office in the Middle East (Turkey, Israel), Asia (India, Thailand, the Philippines, Pakistan, Sri Lanka), and the United States. In most of the cases, their rule has resulted in forms of authoritarianism, giving birth to a new kind of regime that combines elections—which populists need to nurture their legitimacy—and attacks against institutions in charge of checks and balances, including the judiciary. While most of the populist rulers have consolidated their power, democratic resilience has prevailed in some rare cases.

Every entry also includes an assessment of current and potential security issues and an analysis of current terrorist threats that may already be in place or that are beginning to develop in various nations. Each entry concludes with a summary of current relationships with the United States. Those relationships are defined by the indentification and brief analysis of formal trade, aid, or military treaties in place between the United States and other nations, the general attitude of a nation's citizenry and its government towards the U.S., and, finally, indentifying any social and cultural links between nations and the U.S. (migration patterns, language, economies). Finally, possible changes and trends that will impact security issues are identified by the contributors. Taken in their entirety, these encyclopedias contain a wealth of information in a concise format that will serve as a valuable reference guide not only for specialists, but general readers as well.

It has had significant economic growth since the end of the 26-year war against the separatist Liberation Tigers of Tamil Eelam (LTTE) in 2009. Although reconciliation between the Sinhalese Buddhist majority and Hindu, Muslim and Christian minorities seems distant, prospects for Sri Lanka seem better than they have been for decades. It shows how the BRI-related process of socialization generates shared beliefs in the legitimacy and therefore in the acceptability of a Chinese international order among target elites and how in turn the policies and actions of states controlled by these elites tend to become aligned with the norms ‘taught’ by the Chinese socializer. It goes on to show how this serves the interests of China’s government, firms, and citizens at national, regional, and global levels; and how the resulting increased support for Beijing’s version of the international order creates a virtuous circle that further enhances China’s international position and potential.

In the process, they reveal how diverse co-existing utopian visions are entangled with local politics and global capital, and show how these utopian visions are at once driven by visions of excess and by increasing expulsions. It’s a dystopia already in the making – one marred by land grabs and forced evictions, rising inequality, and the loss of urbanity and civility.

Skill formation processes, both inside and outside firms, are therefore changing. This study scrutinises such transformations by comparing - from the perspective of historical institutionalism - the skill formation regimes of the garment industries in Sri Lanka and Bangladesh. It sheds light on the differences between the trajectories of the in-firm skill formation regimes of the two countries, and reveals the important part that varying paths of educational development in both countries have played in shaping these trajectories. At the same time, the study shows how, in both countries, state-led skill formation regimes have been transformed not only by market forces and the growing importance of corporate business interests, but also by the social demand for educational credentials.
