Book Parliamentary Accountability

Download or read book Parliamentary Accountability written by Philip Giddings and published by Springer. This book was released on 2016-07-27 with total page 261 pages. Available in PDF, EPUB and Kindle. Book excerpt: Written by members of the Study of Parliament Group, this book assesses Parliament's response to the reorganisation of much of the civil service into 'executive agencies'. Chief executives have been given freedom to take operational decisions. Yet Ministers insist that they themselves remain constitutionally responsible for the work of the agencies. After reviewing Parliament's mechanisms and considering several case-studies, the authors conclude that Parliament has yet to exploit fully the opportunities for greater accountability which the new arrangements provide.

Book excerpt: The rural areas of Britain, Europe and the developed world are undergoing massive changes, with increasing concern about productivity, agricultural methods and environmental policy. Rural Politics examines the issues affecting rural areas, such as water pollution, forestry, and the greening of agricultural policy. It looks in particular at the political parameters to these issues and how concern for the countryside is essentially a part of a wider set of political processes. Rural Politics provides a much needed examination of the evolution and content of policies affecting today's countryside, both in terms of major land uses and economic and social development.

Book Incentives for Countryside Management

Download or read book Incentives for Countryside Management written by Martin Whitby and published by Cabi. This book was released on 1994 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the last decade European agriculture has been dominated by the issues of overproduction and environmental degradation. Against this background a number of proposals to reduce surpluses and protect the environment have been implemented. Among these was the introduction in the UK of environmentally sensitive areas (ESAs) as described in the UK Agriculture Act of 1986, implementing part of an EC regulation on Improving the Efficiency of Agricultural Structures. ESAs have been set up in areas of the country where wildlife, landscape and recreation are threatened by agricultural change. Farmers, joining on a voluntary basis, are paid to continue farming in an environmentally friendly, traditional manner which is typically extensive and livestock-based. By 1994, the total area covered will be approaching 3 million hectares. This book provides a review and an economic and policy assessment of the first and second rounds of designated ESAs, five years after their inception. Seven chapters examine particular case studies, covering a range of agricultural ecosystems from England, Wales, Scotland and Northern Ireland. Other chapters describe the background to the setting up of ESAs, how the benefits of the policy can be measured and how it compares with alternative policy options. ESA schemes are now being initiated in France and Denmark. The book addresses a topical issue and is aimed at a wide range of readers concerned with agricultural and environmental economics, policy and management.
