Book excerpt: Tanzania, the land and the people have been subject of a great deal of historical research, but there remains no readily accessible and concise history of the country. The aim of this volume is to fill that void. A New History of Tanzania takes its name from a lecture series introduced at the University of Dar es Salaam by Professor Isaria Kimambo in 2002. Prior to that, a book titled, A History of Tanzania, had been published in 1969 by East African Publishing House in Nairobi for the Tanzania Historical Association. That book is currently out of print and this is not a reprint. In this book, Prof. Kimambo has been joined by two other colleagues; Prof. Gregory H. Maddox of Texas Southern University, Houston (USA) and Salvatory S. Nyanto, a Tanzanian, Lecturer at the University of Dar es Salaam, and a Ph.D. candidate at the University of Iowa (USA); together they have produced an outline history of Tanzania that covers all important aspects from antiquity to the present that is different from and richer than its predecessor. Sources from the fields of archaeology, anthropology, biology, genetics and oral tradition have been used to produce this excellent book.

While the existing studies of the Rastafarian movement have primarily focused on its cultural expression through reggae music, art, and iconography, Monique A. Bedasse argues that repatriation to Africa represents the most important vehicle of Rastafari's international growth. Shifting the scholarship on repatriation from Ethiopia to Tanzania, Bedasse foregrounds Rastafari's enduring connection to black radical politics and establishes Tanzania as a critical site to explore gender, religion, race, citizenship, socialism, and nation. Book excerpt: With its emphasis on rural development as opposed to urban development, Tanzania has pursued an individual path in socialist development. This work is the first empirical analysis of public investment in matters of agriculture, education, rural health, manufacturing, and commerce, comparing the actual program of investment to the strategy outlined in the Arusha Declaration of 1967. In Socialist Development and Public Investment in Tanzania 1964-1976, Dr Clark finds that Tanzania has been more successful in reorienting its program of social investment than its program of economic development. This failure stems from real differences within Tanzania, and among socialists generally, about appropriate investment strategies for a country at Tanzania's stage of development. In fact, no clear specification of an economic strategy exists and, as a result, policy has been heavily determined by the interests of the dominant political groups. It also reflects the fact that, in its initial stages, Tanzanian socialism was not a mass movement. It was imposed from the top and consequently, the bureaucracy remains relatively immune from the pressures of the people and the poverty in which they live. Dr Clark argues that Nyerere's basic strategy is appropriate to Tanzania at a stage when it lacks the resources to pursue the traditional socialist goal of an integrated industrial economy, but that the implementation of this strategy should and must be improved. Skillfully blending political and social with economic analysis, he provides a provocative interpretation of socialist investment strategy in Tanzania and provides an illuminating perspective on the economics of developing countries.

Book excerpt: This book is the first comprehensive contribution to understanding the character of important societal transitions in Tanzania during Benjamin Mkapa's presidency (1995- 2005). The analyses of the trajectory of these transitions are conducted against the background of the development model of Tanzanian's first president, Julius Nyerere (1961-1985), a model with lasting influence on the country. This approach enables an understanding of continuities and discontinuities in Tanzania over time in areas such as development strategy an ideology, agrarian-land, gender and forestry issues, economic liberalization, development assistance, corruption and political change. The period of Mkapa's presidency is particularly important because it represents the first phase of Tanzania's multi- party political system. Mkapa's government initially faced a gloomy economic situation. Although Mkapa's crusade against corruption lost direction, his presidency was characterised by relatively high growth rates and a stable macro-economy. Rural and agrarian transitions were dominated by diversification rather than productivity growth and transformation. Rural attitudes in favour of land markets emerged only slowly but formal land disputes showed more respect for women's rights. Some space emerged for widening local participation in forest management, but rural dynamics was mainly found in trading settlements feeding on economic liberalization and artisanal mining. The transitions documented and analysed of Mkapa's presidency, however, indicate only limited transformational change. Rural poverty is therefore likely to remain deep and the sustainability of economic development to be at risk in the future. Mkapa was, however, able to protect the legacy of peace and political stability of Nyerere, but there were nevertheless important challenges to the first multiparty elections and governance, and particularly in Zanzibar. The post- script (covering 2005 2010), indicates that the incumbent president, Jakaya Kikwete, has yet to prove that he can change this legacy of Mkapa. Co-published with the Nordic Africa Institute and the Sokoine University of Agriculture, the contributions to the eleven chapters of this book are evenly shared between Tanzanian, Nordic and other European researchers with a long-term commitment to Tanzanian development research. he book is dedicated to the youth of Tanzania.

Book excerpt: Taifa is a story of African intellectual agency, but it is also an account of how nation and race emerged out of the legal, social, and economic histories in one major city, Dar es Salaam. Nation and race—both translatable as taifa in Swahili—were not simply universal ideas brought to Africa by European colonizers, as previous studies assume. They were instead categories crafted by local African thinkers to make sense of deep inequalities, particularly those between local Africans and Indian immigrants. Taifa shows how nation and race became the key political categories to guide colonial and postcolonial life in this African city. Using deeply researched archival and oral evidence, Taifa transforms our understanding of urban history and shows how concerns about access to credit and housing became intertwined with changing conceptions of nation and nationhood. Taifa gives equal attention to both Indians and Africans; in doing so, it demonstrates the significance of political and economic connections between coastal East Africa and India during the era of British colonialism, and illustrates how the project of racial nationalism largely severed these connections by the 1970s.

Such internal dynamics are a common part of informal economies around the world, but have largely gone unrecognised and unexamined by academic scholarship. Based on ethnographic fieldwork and extensive interviews with vendors living and working in Dar es Salaam, Malefakis's book offers a nuanced portrait of those trying to carve out a livelihood in a major African city, one in which ties of kinship and ethnicity are often viewed as a barrier, rather than an aid, to success. In the process, Malefakis provides an invaluable new perspective on the way in which co-operation, or lack thereof, functions in an informal economy, as well as insight into the lived experiences of those who depend on such economies.
