Book excerpt: There is a consensus throughout much of the western world that the public sector is in urgent need of repair. This study seeks to understand why this is so by comparing developments in Canada and the United Kingdom. It looks to changes in values both in society and inside government, and to the relationships between politicians and civil servants at the top and between civil servants and citizens at the bottom. Donald J. Savoie argues that both Canada and the UK now operate under court government rather than cabinet government. By court government, he means that effective power now rests with their respective prime ministers and a small group of carefully selected courtiers. For things that matter to prime ministers and their courts, the decision-making process shifts from formal to informal, involving only a handful of actors. For things that matter less to them, the decision-making process is horizontal, cumbersome, and consultative, and involves a multitude of actors from different government departments and agencies as well as a variety of individuals operating outside government. Court governments undermine both the traditionally bureaucratic model and basic principles that have guided the development of our Westminster-Whitehall parliamentary system. Nonetheless, Canada and the United Kingdom still cling to accountability requirements better suited to the past and the traditional bureaucratic model. Savoie concludes with a call for new accountability requirements that correspond with court government as well as the new relationships between politicians and civil servants, and civil servants and citizens.

Background: The Fast and Furious operation was responsible for allowing approximately 2,000 firearms to illegally flow into the hands of criminals, including Mexican drug cartel associates. On December 14, 2010, Customs and Border Patrol Agent Brian Terry, a United States Marine, was killed while on patrol just miles from the Mexican border. The firearms found at the scene were semi-automatic rifles that were allowed to walk as part of Operation Fast and Furious. Congressional Republicans have investigated Fast and Furious since January 2011. Over the course of the investigation, the Justice Department has provided false information, stonewalled document requests, produced scores of blacked-out pages and duplicate documents, and refused to comply with two congressional subpoenas. In August 2012, the U.S. House of Representatives Office of General Counsel filed suit against the Justice Department. On January 19, 2016, United States District Judge Amy Berman Jackson issued her opinion and ordered DOJ release documents previously withheld under the President’s executive privilege claim. Christos Kassimeris analyses political ideologies that have influenced football supporters, drawing attention to the increasing politicization of football and the footballization of politics. He also considers the contributions of nationalism, social class, and media coverage before assessing attempts by various groups, from the Football Against Racism in Europe (FARE) network to the European Union itself, to rectify the problem. Ultimately, football needs to be dissociated from both racism and politics for the sport to flourish. Unlike more traditional attempts to explain the football violence and racism, this book seeks to establish a Europe-wide as well as national explanatory framework for this racism from a political perspective. This study will draw the interest not only of scholars across the Humanities and Social Sciences, but also of ordinary football supporters.

Book excerpt: International child abduction occurs when one parent wrongfully (ie in breach of the parental responsibility of the other parent) takes a child to a country other than that of the child's habitual residence, or wrongfully keeps a child in such country. The author of this work was part of a research team that conducted a study, partially funded by the European Commission, to examine this problem in Belgium and Hungary, analysing cases from 2007 and 2008 and interviewing affected parents. This book is a revised version of the Belgian research report, which sets the problem of child abduction within its international context. It looks at the families in which abductions took place, how preparations were made for abduction, the quest for the return of the child (including legal proceedings) and the aftermath of the abductions. Throughout the book, the results of the quantitative and qualitative data are explained. What emerges is that when a child is abducted, the solutions offered by the law are often inadequate. Family conflict is a complex societal issue, and child abduction is a severe form of family conflict. Rather than responding to child abduction with strict and contentious legal proceedings, the book argues that solutions based on respect, psychological assistance, and a search for consensus should be favoured.
