Book excerpt: In the three decades following World War II, the Golden State was not only the fastest-growing state in the Union but also the site of significant political change. From the late 1940s through the mid-1970s, a generation of liberal activists transformed the political landscape of California, ending Republican dominance of state politics and eventually setting the tone for the Democratic Party nationwide. In California Crucible, Jonathan Bell chronicles this dramatic story of postwar liberalism—from early grassroots organizing and the election of Pat Brown as governor in 1958 to the civil rights campaigns of the 1960s and the campaigns against the New Right in the 1970s. As Bell argues, the emergent "California liberalism" was a distinctly post-New Deal phenomenon that drew on the ambitious ideals of the New Deal but adapted them to a diverse population. The result was a broad coalition that sought to extend social democracy to marginalized groups—such as gay rights and civil rights organizations—that had not been well served by the Democratic Party in earlier decades. In building this coalition, liberal activists forged an ideology capable of bringing Latino farm workers, African American civil rights activists, and wealthy suburban homemakers into a shared political project. By exploring California Democrats' largely successful attempts to link economic rights to civil rights and serve the needs of diverse groups, Bell challenges common assumptions about the rise of the New Right and the decline of American liberalism in the postwar era. As Bell shows, by the end of the 1970s California had become the spiritual home of the liberal wing of the Democratic Party as much as that of the Reagan Revolution.

Rhodesia's Bid for Independence during the Retreat from Empire 1959-1965 Ian Smith's unilateral declaration of independence for Rhodesia (now Zimbabwe) on 11 November 1965 was seen by many as the act of a rebellious white minority seeking to preserve their privileged position in defiance of Britain's determination to shed her Empire and introduce rule by the African majority as soon as possible. However, the drama of UDI has long overshadowed and oversimplified the complexities of the preceding years. In this account of that time, based on sole access to the hitherto closed papers of Ian Douglas Smith and Sir Roy Welensky, as well as extensive research at London's Public Record Office, and in government and private collections elsewhere, Dr J.R.T. Wood chronicles the collision course on which Britain and Rhodesia were set after 1959, complementing his study of the fate of the Federation of Rhodesia and Nyasaland in his definitive 'The Welensky Papers: A History of the Federation of Rhodesia and Nyasaland 1953-1963'. Britain, Wood shows, was intent on shedding her Empire as quickly as possible against a backdrop of the Cold War and the rise of Chinese- and Soviet-sponsored African nationalism. She delivered some 600 one man, one vote constitutions to her fledgling nations and had no intention of granting Rhodesia independence on different terms. Unlike Britain's other African possessions, however, Rhodesia had enjoyed self-governance since 1923. The largely white Rhodesian electorate, wary of the consequences of premature and ill-prepared majority rule, sought instead dominion status akin to that of Canada, Australia and New Zealand. Their intention was gradually to pave the way for majority rule: since 1923, Rhodesia's electoral qualifications had excluded race. It was always understood that the African majority would acquire power; the concern was the speed and smoothness of that acquisition. Culminating in those dramatic days of November 1965 when Ian Smith concluded in the face of resolute British stonewalling that he had no alternative but UDI, this unique account is the first in a series which chronicles the course of events that ultimately led to Robert Mugabe's accession to power in 1980, and all that entailed.

A related but secondary question is also considered: In what ways, if any, has China's participation in the international system caused Peking to revise its conception of a united front in world politics? Insofar as Mao's thoughts about united fronts are part of the total array of theories and operational principles that make up the Chinese communist “ideology,” this essay considers one aspect of the relationship between ideology and foreign policy. Since this question has long been the subject of a mostly inconclusive and often circular academic debate, [Armstrong states his] reasons for returning to it here. The first is that the problem is no less important because it admits of no easy solution. Indeed, with the breakdown in the twentieth century of even the limited consensus over norms and values that permitted a great power concert to exist for part of the nineteenth, the question is clearly one of major significance in contemporary international relations. Since China has become in many ways a symbol of the postwar ideological challenge to the established order in world politics, the question is particularly relevant in a study of China’s foreign policy. Finally, by combining a strictly limited focus of enquiry with a systematic approach to the problem it may be possible to overcome some of the analytical difficulties that surround the larger issue of the relation of ideas to social practice.
