In the unconventional discourse on human development, macroeconomics or its constraints are seldom recognised, even if its consequences are often highlighted. There are, however, intersections and interconnections, which provide the rationale for this book that seeks to map some broad contours of an unexplored, yet important, domain. Macroeconomics is important for human development because it determines levels of employment, the degree of social protection and the public provision of services such as healthcare or education. Human development has implications and consequences for macroeconomics, for it can mobilize or claim resources to enlarge or diminish space for macroeconomic policies. The relationship exists, and matters, not only in poor countries but also in wealthy ones. Employment, even if neglected, provides the critical link. This book shows that causation runs in both directions and can be either positive or negative. It reveals similarities and differences between developing countries and industrialised countries. The political context is significant everywhere as interests, ideology and institutions influence economic policies in both spheres to shape outcomes. This book was originally published as a special issue of the Journal of Human Development and Capabilities.

The book also argues that a series of disruptive factors are nudging the innovation trajectory in new potentially pro-poor and pro-Human Development directions, especially if policies speed-up the diffusion of new efficient appropriate technologies in low and middle income economies.

The authors concentrate on how these basic social services can be financed and delivered more effectively to achieve the internationally agreed Millennium Development Goals. Their analysis, which departs from the dominant macro-economic paradigm, deploys the results of broad-ranging research they led at UNICEF and UNDP, investigating the record on basic social services of some 30 developing countries. In seeking to learn from these new data, they develop an analytical argument around two potential synergies: at the macro level, between poverty reduction, human development and economic growth, and at the micro level, between interventions to provide basic social services. Policymakers, they argue, can integrate macro-economic and social policy. Fiscal, monetary, and other macro-economic policies can be compatible with social sector requirements. They make the case that policymakers have more flexibility than is usually presented by orthodox writers and international financial institutions, and that if policymakers engaged in alternative macro-economic and growth-oriented policies, this could lead to the expansion of human capabilities and the fulfillment of human rights. This book explores some of these policy options. The book also argues that more than just additional aid is needed. Specific strategic shifts in the areas of aid policy, decentralized governance, health and education policy and the private-public mix in service provision are a prerequisite to achieve the goals of human development. The combination of governance reforms and fiscal and macro-economic policies outlined in this book can eliminate human poverty in the span of a generation.

Thus, child labor remains a national-level program for formation of national employee human capital. In dynastic China, emperors had wholly owned the people''s human capital, and both stabilized and assessed it through local customary registries. In India, sacred rivers were themselves entities containing the culture''s externalized symbology. The International Sanitary Conferences confirmed already-developing European national rules into an international order of human capital medicalization, disguised as human development. The public parties to a "fit and proper" assessment are said to be the court and an ellipsis of members of the public, without the public ever actually participating in the assessment. Thus, human capital in a profession is created in a national professional class purely by the authority of differentiation.

Book excerpt: In this paper, we study development in a panel of 87 countries from 1970 to 2005. We focus on characterizing institutionally driven heterogeneities in the development effects of macroeconomic policies and on comparing the development process as measured by GDP to that measured by the Human Development Index (HDI). We do so within a novel dynamic panel modelling framework that can account for crucial aspects of both the crosssectional and intertemporal features of the observed process of development, and that can capture the dependence of the development effects of macroeconomic policies on differences in countries' persistent characteristics, such as their institutions. Among our findings are that macroeconomic policies affect development with less delay than suggested by conventional econometric frameworks, yet impact HDI with longer delay and overall less strongly than GDP. Differences in countries' persistent characteristics may even affect the sign of the longrun development effects of a given macroeconomic policy: Fiscal stimuli in the form of government consumption expansions positively affect longrun GDP in countries with low institutional quality, but negatively affect longrun GDP in countries with high institutional quality.
