Book excerpt: Indonesia has been remarkably successful in achieving its development objectives over the past 25 years. Although it is still a low-income country, its tradition of sound economic management has laid the foundations for continued progress in the decades ahead. As the Indonesian government formulates its second long-term development plan, issues of environmental quality and sustainability raise new concerns. This report examines environmental issues, assesses their implications for the achievement of development goals, and suggests an action plan that would help to ensure that those goals will be met. The analysis of current environmental conditions and trends and of the likely impact of future growth leads to three main conclusions: - Future growth will depend increasingly on Indonesia's stock of key natural resources and the sustainability of critical ecosystems. -The industrial sector will continue to expand in urban areas, where growing congestion and industrial pollution pose an immediate threat to health and human welfare. This will eventually lead to negative effects on the economy. -As a result of rapid growth, environment- related issues of equity among the population will become increasingly important.

Book excerpt: This report, in two volumes, addresses environmental impacts stemming from economy-wide policy reforms, and seeks to clarify the nature of the economic, physical, institutional, and cultural aspects of their relationship. Volume 1 summarizes the case studies and synthesizes their key principles. Volume 2 explores the case studies in full length. They reflect a wide range of country situations and environmental problems. Pollution issues are addressed, such as air quality and energy use in Poland and Sri Lanka, while a variety of natural resource-related issues are covered in the other studies: deforestation and land degradation in Costa Rica; migration and deforestation in the Philippines; agricultural land degradation due to overgrazing in Tunisia, fertility losses due to extension of cultivation areas in Ghana; water resource depletion in Morocco; and wildlife management in Zimbabwe. The case studies also use a variety of analytical methods to illustrate the different approaches to identifying the environmental implications of economy-wide reforms. These methods range from tracing the links between economic incentives and resource use through direct observation, to relying on more complex economic modeling of policies and their environmental effects. In all the studies, however, the analytical approach uniformly requires identifying key environmental concerns and relating them to the agenda of priority sectoral and macroeconomic reforms.

The development of the world today is threatened, as the whole world, including Indonesia, is facing three crisis, namely the economic crisis post COVID-19 Pandemic, energy crisis caused by the war in Ukraine, and lastly the climate crisis. Many world leaders are unaware of the severity of the threat of climate change which has now transformed into a climate crisis. The derivative of the climate crisis will not only contribute to worsening of the economic crisis and energy crisis but will quickly shifted into a biodiversity catastrophe, drinking water scarcity, and the global hunger crisis. In turn, a political crisis might arose in the form of a denial of the government’s authority which was deemed unable to overcome these crises. This bleak picture requires a thorough study and solution that is effective but at the same time reaches sustainability and penetrates the future. We are blessed to read Prof. Jatna and Prof. Lenz’s Masterpiece (Magnus Opus) in the form of a book with more than 600 pages that relate to these problems and crises in a series of meanings. We should salute them for providing a clear and comprehensive picture of the interrelationships between regions, disciplines, and elements, both in terms of origin and the possibility of solving the problem. The presentation is presented comprehensively without letting go of the details and context regarding sustainability and the global picture. I am sure that many people, especially those in a strong position, can benefit and be given references from the essential things presented in this book, the great work of both authors, which I am proud of. Prof. Rachmat Witoelar, Indonesia’s President’s Special Envoy for Climate Change (2015 -2019), and advisor to I-SER UI and CAIPSDCC) The concept of sustainable development is a development concept that ensures the fulfillment of the human needs of the present generation without compromising the ability of future generations to meet their needs. That is, the idea of sustainable development emphasizes the development of technologies that can increase productivity and reduce the level of damage. The concept of sustainable development is an effort to integrate three aspects of life, namely social, economic, and environmental, in a synergistic relationship supported by infrastructure and institutions. This concept is in line with the avoidance of shell game theory, where shell game theory solves the problem by creating another problem. The book written by Prof. Jatna Supriatna and his colleague, Prof. Ralph Lenz, from the United States on environmentally sustainable development in Indonesia is very well written. It suits students, environmental experts, planning bureaucrats, and legislature members. Plus, those who are doing development planning both at home and abroad. Each environmental problem is described in detail and clarity, and the solution options are given so that sound environmental management can be sustainable Prof. Satryo Brodjonegoro, President of Indonesian Academy of Sciences Indonesia is an archipelago country that harbors natural resources. It is among the countries with the most complete and extensive natural resource base, perhaps trailing only Brazil. Still, using natural resources as input for current production processes has increased yearly depletion. With its abundant natural resources, Indonesia should have become a prosperous country from an economic perspective. But yearly rising levels of natural resource depletion in many regions of the country have occurred without an increase in equitable human welfare—those words that I picked up from Prof. Jatna Supriatna and his friend’s book. I support this book’s aim that environmental sustainability is necessary for Indonesia. In 1995 the Indonesian Ministry of Environment took the bold step to launch an environmental disclosure initiative called the Program for Pollution Control, Evaluation and Rating (PROPER). Under PROPER, environmental performance of companies is mapped into a five-color grading scale - Gold for excellent, Green for very good, Blue for good, Red for non-compliance, and Black for causing environmental damage. These ratings are then publicly disclosed through a formal press conference and posted on the internet. Not only did this simple rating scheme create a major media buzz and enhanced environmental awareness of the general public, but it also unleashed a wide range of performance incentives that showed how markets with environmental information could function in a developing country setting. The authors provide a multidisciplinary analysis of how the PROPER program harnessed the power of public disclosure to abate the problem of industrial pollution. They describe how the program has successfully improved the average environmental compliance rate from close to thrity per cent in 1995 to as high as seventy per cent in 2011. This improvement was driven primarily by information disclosure, which avoided expensive and unpredictable legal enforcement through the court system of Indonesia. The combination of institutional history and detailed economic and analyses sheds light on the role of policy entrepreneurs who laid the foundation for disclosure and transparency, despite the constraints of the Suharto regime. The PROPER program is now internationally recognized and continues to serve as a model for many developing countries.

Policy Instruments for Environmental and Natural Resource Management is deeply rooted in economics but also informed by perspectives drawn from political, legal, ecological, and psychological research. Sterner notes that, in addition to meeting requirements for efficiency, the selection and design of policy instruments must satisfy criteria involving equity and political acceptability. He is careful to distinguish between the well-designed plans of policymakers and the resulting behavior of society. Mitigation requires a large-scale transition to a low-carbon economy. This paper provides an overview of the rapidly growing literature on the role of macroeconomic and financial policy tools in enabling this transition. The literature provides a menu of policy tools for mitigation. A key conclusion is that fiscal tools are first in line and central, but can and may need to be complemented by financial and monetary policy instruments. Some tools and policies raise unanswered questions about policy tool assignment and mandates, which we describe. The literature is scarce, however, on the most effective policy mix and the role of mitigation tools and goals in the overall policy framework.

In an urban program, the emphasis in the control strategy would shift toward services and goods consumed by the rich, including transport. In a program including rural areas, optimal air pollution control would be reduced because many rural households would be net losers, and they are poorer.As is evident from public finance principles, redistribution objectives do not influence environmental policies if there are other, costless means of redistribution. How does optimal environmental protection depend on redistribution objectives?Eskeland and Kong develop a framework that treats air quality as a pure public good, and tracks net beneficiaries as those who value air quality improvements more than their costs in a pollution control strategy.The framework highlights the distributional characteristics of the public good and of the costs for the control strategy. One critical parameter for the distributional characteristics of the public good is the elasticity (with respect to income) of willingness to pay for environmental improvements.Strategies to control urban air pollution would be altered by redistribution objectives-to be more aggressive in reducing emissions from luxury goods such as transport (private and general) and less aggressive for goods more heavily consumed by the poor (including several energy sources).Some air pollution control strategies cover urban and rural areas. For those, optimal pollution control would typically be reduced by redistribution objectives, as rural households are net losers, and they are poorer.This paper - a product of the Development Research Group - is part of a larger effort in the group to study environmental problems and policies in developing countries.
