Book excerpt: This paper explores the state of gender equality and education attainment of girls in Niger. It also estimates the macroeconomic gains from reducing gaps in education between boys and girls using a micro-founded general equilibrium model. The analysis shows that Niger has made some progress toward higher educational attainment for girls, but the country still lags far behind other sub-Saharan African countries. The results from the general equilibrium model suggest that closing the gender gaps in education would boost female labor participation, increase income earned by women and improve fiscal outcomes. More importantly, closing the gender gap in years of schooling in each income percentile would boost long-term GDP by 11 percent. These significant economic gains from investing in girls’ education will contribute to the achievements of the strategic goals defined under the Programme de Développement Economique et Social (PDES) 2022-26.

Book excerpt: While progress has been made in increasing female labor force participation (FLFP) in the last 20 years, large gaps remain. The latest Fund research shows that improving gender diversity can result in larger economic gains than previously thought. Indeed, gender diversity brings benefits all its own. Women bring new skills to the workplace. This may reflect social norms and their impact on upbringing and social interactions, or underlying differences in risk preference and response to incentives for example. As such, there is an economic benefit from diversity, that is from bringing women into the labor force, over and above the benefit resulting from more (male) workers. The study finds that male and female labor are imperfect substitutes in production, and therefore gender differences in the labor force matter. The results also imply that standard models, which ignore such differences, understate the favorable impact of gender inclusion on growth, and misattribute to technology a part of growth that is actually caused by women’s participation. The study further suggests that narrowing gender gaps benefits both men and women, because of a boost to male wages from higher FLFP. The paper also examines the role of women in the process of sectoral reallocation from traditional agriculture to services and the resulting effect on productivity and growth. Because FLFP is relatively high in services, sectoral reallocation along development paths serves to boost gender parity and productivity.

It also marks the first time that progress on the implementation of the Platform is reviewed in light of the 2030 Agenda for Sustainable Development, adopted in 2015. This report therefore takes an integrated approach to reporting on progress, gaps and challenges related to the advancement of gender equality and women's rights across six dimensions that link the Platform's critical areas of concern and the Sustainable Development Goals. It finds that there have been important gains since the adoption of the Beijing Platform in 1995, but that progress towards gender equality has stalled and even reversed in some areas in recent years. Across the globe women's movements, energized by young feminists at the helm, are challenging slow and piecemeal progress and are impatient for systemic change. World leaders can learn from the ways in which these movements work across silos and political boundaries, seeing their work to advance the rights of women and girls as inextricably linked to the achievement of economic, social and environmental justice for all. The report features their voices that must be heard and acted upon. The report also highlights catalytic policies and programmes under each of the six dimensions as well as a number of cross-cutting strategies that can accelerate the implementation of the entire Platform for Action for this generation and the next.

Book excerpt: On the current pace of reforms, global gender gaps are estimated to close, using deterministic (linear or log-linear) trends, over the next three centuries. This means that many women will likely not be able to fully use their abilities and talents, to the detriment of societies, for a long time. Yet this paper shows that, absent a significant step up in policy efforts, gender gaps may in fact never close. Using Markov chains, a common approach in macroeconomics, this paper analyzes the dynamics of the cross-country distribution of the gender gap in labor force participation. This methodology does not impose strong restrictions on the data, allowing for episodes of progress as well as regress by countries on gender inequality. Based on the experience of the past three decades, the analysis predicts a further narrowing of gender gaps over time. But the long-run distribution of gender gaps in labor force participation features a substantial share of countries with persistently large gaps, implying that—absent a strengthened and systematic policy effort—some of the current misallocation of women’s talents and abilities could persist perpetually.

We argue that this happens through at least two channels: first, gender gaps in opportunity, such as lower educational enrollment rates for girls than for boys, harm diversification by constraining the potential pool of human capital available in an economy. Second, gender gaps in the labor market impede the development of new ideas by decreasing the efficiency of the labor force. Our empirical estimates support these hypotheses, providing evidence that gender-friendly policies could help countries diversify their economies.

The study analyzes gender inequality by using and extending the United Nation’s Gender Inequality Index (GII) to cover two decades for almost 140 countries,. The main finding is that an increase in the GII from perfect gender equality to perfect inequality is associated with an almost 10 points higher net Gini coefficient. For advanced countries, with higher gender equity in opportunities, income inequality arises mainly through gender gaps in economic participation. For emerging market and developing countries, inequality of opportunity, in particular in education and health, appear to pose larger obstacles to income equality.

Book excerpt: The lives of women around the world have improved dramatically, at a pace and scope difficult to imagine even 25 years ago. Women have made unprecedented gains in rights, education, health, and access to jobs and livelihoods. More countries than ever guarantee equal rights in property, marriage, and other domains. Gendergaps in primary schooling have closed in many countries, while in a third of all countries girls now outnumber boys in secondary school. And more young women than men attend universities in 60 countries. Women are using their education to participate more in the labor force: they now make up for 40 percent of the global labor force and 43 percent of its farmers. Moreover, women now live longer than men in every region of the world. Despite the progress, gaps remain in many areas. Women are more likely to die—relative to males—in many low- and middle-income countries than their counterparts in rich countries,especially in childhood and during their reproductive years. Primary and secondary school enrollments for girls remain much lower than for boys in many Sub-Saharan African countries and some parts of South Asia, as well as among disadvantaged populations. Women are more likely than men to work as unpaid family laborers or in the informal sector, to farm smaller plots and grow less profitable crops, operate in smaller firms and less profi table sectors, and generally earn less. Women—especially poor women—have less say over decisions and less control over household resources. And in most countries, fewer women participate in formal politics than men and are underrepresented in the upper echelons. The World Development Report 2012: Gender Equality and Development argues that closing these persistent gender gaps matters. It matters because gender equality is a core development objective in its own right. But it is also smart economics. Greater gender equality can enhance productivity, improve development outcomes for the next generation, and make institutions more representative. Building on a growing body of knowledge on the economics of gender equality and development, the Report identifies the areas where gender gaps are most significant—both intrinsically and in terms of their potential development payoff—and where growth alone cannot solve the issues. It then sets forth four priorities for public action: Reducing excess female mortality and closing education gaps where they remain Improving access to economic opportunities for women Increasing women’s voice and agency in the household and in society Limiting the reproduction of gender inequality across generations.

For example, gender-based legal restrictions in many parts of the world, as well as barriers in access to education, healthcare, and financial services, prevent women from fully participating in the economy. In turn, labor force participation rates are lower among women than men. Gender equality can play an important role in promoting economic stability by boosting economic productivity and growth, enhancing economic resilience, and reducing income inequality. The Fund has begun operationalizing gender issues in its work. Staff has contributed to the economic literature through country-level and cross-country analytical studies, confirming the macro-criticality of gender issues in a broad set of circumstances. Gender issues are also increasingly becoming an integral part of capacity development though technical assistance and training. And in country work, two waves of gender pilots have been completed—encompassing both surveillance and Fund-supported programs and covering all regions of the world and all levels of income—and a third wave is under way. Coverage of gender issues in staff reports should be selective and calibrated to the degree of macroeconomic significance. All teams should consider whether gender issues are relevant, taking into account also the authorities’ priorities, but with no presumption that gender issues will be covered everywhere or every year and with in-depth coverage anticipated in only a limited number of cases any year. Staff should point to macroeconomic significance where it exists, with analysis focused on aspects with economic implications and specific policy advice limited to areas where there is Fund expertise. Where relevant, country teams should leverage external expertise. This note provides an overview of good practices and resources available to staff. The note is consistent with the 2015 Guidance Note for Surveillance Under Article IV Consultations and draws also on the 2013 Guidance Note on Jobs and Growth Issues in Surveillance and Program Work. It provides examples of good practice with respect to coverage of gender issues in country reports and lays out the resources available to country teams, both with respect to existing analytical work as well as the availability of data and tools."
