Book excerpt: MacDill Air Force Base was first recognized as a suitable location for an airfield by US Army aviators flying mock warfare maneuvers over Tampa in May 1938. Satisfying the US War Department's geographical requirements for providing air defense of America's southern Atlantic coast and supporting air operations over the Caribbean, the site was approved in July 1939 to become the location for the Army Air Force-planned Southeast Air Base. It was later renamed MacDill Field in honor of Army Air Force aviator and pioneer Col. Leslie MacDill. The base was formally dedicated on April 16, 1941, and B-17 Flying Fortress and B-26 Marauder combat crewmen began training in the business of making war. From bomber and tactical fighter wings to combatant commands and aerial refueling squadrons, MacDill Air Force Base--through global war, regional conflicts, and counterinsurgencies--has repeatedly answered the clarion call to arms and proven itself to be an unrivaled military juggernaut within America's strategic arsenal.

The implementation was performed to provide base engineers with the initial data base required for making pavement management decisions concerning costs and maintenance requirements. The condition survey was performed by the US Army Waterways Experiment Station (WES) during the period 18-29 March 1986. The overall objective of this project was to determine the pavement condition of the airfield pavements at MacDill AFB and to input the information into a PAVER data base to provide the base engineers with a permanent data base to use for future pavement management decisions.

Book excerpt: The Department of Defense (DOD) policy was directed by Defense Environmental Quality Program Policy Memorandum 80-6 dated 24 June 1980 and implemented by Air Force message dated 2 December 1980 as a positive action to ensure compliance of military installations with the Resource Conservation and Recovery Act (RCRA) and implementing regulations. The purpose of the DOD policy is to control the migration of hazardous material contaminants from DOD installations. To implement the DOD policy, a three-phase Installation Restoration Program has been directed. Phase I, the Records Search, is the identification of potential problems. Phase II is the quantification of the problem and determination of corrective measures that may be required. The third phase is to contain, correct, and/or mitigate identified or potential environmental hazards that may be the result of contaminant migration from the installation.

Book excerpt: The study concerned seven sites at MacDill AFB and three sites at Avon Park Air Force Range (AFR). Five of the sites were former landfills, two were fuel storage areas, one was a pair of fire training areas, one was a drum storage area, and one was a pesticide rinse water basin. The Phase IIb contractor installed monitor wells in the water table aquifer downgradient of each site to determine whether these sites were sources of groundwater contamination. Most of these analyses were screening tests phenolics, oil and grease, dissolved organic carbon (DOC), total organic halides (RTOX), specific conductance, and pH which are nonspecific indicators of contamination. The list of analyses also included specific analyses for purgeable organics (solvents), oranochlorine pesticides, polychlorinated biphenyls (PCBs), and lead for sites where these specific analyses were deemed appropriate. Results of the organic screening analyses were positive for every site except the pesticide rinse water basin at Avon Park AFR at which there was no evidence of contamination.

Eight of the twelve sites were previously investigated under Phase II, Stage I efforts. Four sites had not previously been investigated under Phase II efforts. A field program was conducted, consisting of geophysical surveys, the drilling and installation of 28 monitoring wells, an aquifer pumping test in the surficial aquifer, and the collection and analysis of groundwater, surface water, and sediment samples. At MacDill AFB, no significant contaminants were found at two of the sites. These sites were recommended for no further action. At three other sites no significant contamination was found but other evidence suggested that additional study should be considered before specific action at these sites is recommended. Significant contamination was found at three sites and these sites were recommended for additional investigation. One site at MacDill AFB was recommended for remedial action. At Avon Park AFR, all three sites showed no significant contamination and were recommended for no further action.
