Book excerpt: MacDill Air Force Base was first recognized as a suitable location for an airfield by US Army aviators flying mock warfare maneuvers over Tampa in May 1938. Satisfying the US War Department's geographical requirements for providing air defense of America's southern Atlantic coast and supporting air operations over the Caribbean, the site was approved in July 1939 to become the location for the Army Air Force-planned Southeast Air Base. It was later renamed MacDill Field in honor of Army Air Force aviator and pioneer Col. Leslie MacDill. The base was formally dedicated on April 16, 1941, and B-17 Flying Fortress and B-26 Marauder combat crewmen began training in the business of making war. From bomber and tactical fighter wings to combatant commands and aerial refueling squadrons, MacDill Air Force Base--through global war, regional conflicts, and counterinsurgencies--has repeatedly answered the clarion call to arms and proven itself to be an unrivaled military juggernaut within America's strategic arsenal.

Book excerpt: The Department of Defense (DOD) policy was directed by Defense Environmental Quality Program Policy Memorandum 80-6 dated 24 June 1980 and implemented by Air Force message dated 2 December 1980 as a positive action to ensure compliance of military installations with the Resource Conservation and Recovery Act (RCRA) and implementing regulations. The purpose of the DOD policy is to control the migration of hazardous material contaminants from DOD installations. To implement the DOD policy, a three-phase Installation Restoration Program has been directed. Phase I, the Records Search, is the identification of potential problems. Phase II is the quantification of the problem and determination of corrective measures that may be required. The third phase is to contain, correct, and/or mitigate identified or potential environmental hazards that may be the result of contaminant migration from the installation.

Book excerpt: This report presents the results of archeological test excavations conducted at two prehistoric sites (8H150 and 8Hl5656) located within MacDill Air Force Base (AFB), Tampa, Florida. These investigations were conducted by Geo-Marine, Inc., under contract with the U.S. Army Corps of Engineers, Fort Worth District. The purpose of the investigations was to assess the eligibility of each site for inclusion in the National Register of Historic Places (NRHP). The excavation methodology involved the hand excavation of systematically placed 50-x-5O-cm shovel tests and l-x-1-m excavation units to determine the horizontal and vertical dimensions of the site deposits. The recovered artifacts from site 8HI50 reveal that site occupation occurred between 500 B.C. and A.D. 900 and suggest a Manasota/Weeden Island-related cultural affiliation. Site 8H15656, on the other hand, was likely occupied during the Late Preceramic Archaic period. Results of the test excavations at site 8H150 indicate that the portion of the Site containing concentrated shell deposits offers very little research potential; therefore, that portion of the site is recommended as ineligible for inclusion in the NRHP. However, that portion of site 8HI50 which exists along the shoreline, beach, and duneline may contain sufficient contextual integrity for inclusion in the NRHP. The recovery of human remains and possible fishery objects during preceding and present investigations may answer pertinent research questions relating to burial practices and other sacred or secular manifestations. It is recommended that the beach portion of site 8HI50 be considered eligible for inclusion in the NRHP. The human remains recovered from the site were reinterred at two separate locations within the site area at the request of the Seminole Nation. Although an inventory of the remains and osteological analyses were recommended.
