Book excerpt: European integration has long defied previous notions of state sovereignty and has since the days of the Coal and Steel Community been conferred with original supranational instruments. Yet the Treaty of Rome did not raise the same popular reactions as the Maastricht Treaty about the infringement of national sovereignty. This book suggests that the end of the Cold War has modified the functions of European integration so that the original ideals of integration have lost part of their appeal; hence the birth of the European Union can be regarded as an attempt to seek a new legitimacy. How far did the EU Treaty meet this unprecedented challenge? This book argues that the Maastricht Treaty established a constitutional framework for a new kind of polity without resolving the issue of its purpose and scope. The volume seeks thus to explain some of the reasons for the defeat of the Constitutional Treaty in 2005 dating them back to the Maastricht Treaty. In so doing, the book links the actual state of European integration with the decisions taken at Maastricht in five different realms of supranational policy-making. The first is the constitutional setting of the EU Treaty and its effect on national constitutional law; the second is the concept of governance and the changes introduced by the Economic and Monetary Union; the third is the historical background of the Maastricht agreement; the fourth the political economy of the Economic and Monetary Union; the fifth is the impact of European citizenship in the recent case-law of the European Court of Justice and the prospects of a EU politicisation. While the criterion has positively influenced the public stance toward low inflation, it has biased the choice of the disinflation strategy toward short-run, fiat measures-rather than adopting structural reforms with longer-term benefits-with unpleasant consequences for the efficiency of the eurozone transmission mechanism. The criterion is also unnecessarily tight for new member countries as it mainly reflects cyclical developments.

Taking the Treaty of Versailles, signed following World War I, as a starting point, the volume argues that while it was well-intentioned to the point of being utopian, it was also totally impractical, rearranging the map of Europe in a way which led to the tragic descent into conflict and barbarism in World War II. The volume then moves through the post war period, the outcome of the war producing the uneasy stability of a Cold War divided continent, and with the establishment of NATO in 1949, the process of European integration ushered in the era of cooperation. Under the influence of Charles de Gaulle, the newly created European Community acted as an association of sovereign states led by France and Germany, spurring economic growth and encouraging other countries to apply to join. After de Gaulle’s retirement in 1969, this approach was progressively abandoned in favour of a federal model of integration in which member states transferred their sovereignty to the institutions of what became the European Union. Europe was to be transformed from a continent to a country. The book concludes by analysing the Maastricht treaty, which enshrined this process, as being as fatally flawed as the Versailles Treaty and charts the post-Maastricht slow decline of the European Union giving way to widespread Euroscepticism. From the Treaty of Versailles to the Treaty of Maastricht will appeal to researchers and students alike interested in European history, politics and World War I and II.

Italy, despite being a founding member and historically pro-European, also started to establish Eurosceptic approaches and tends to blame the EU, especially the Euro, for its economic problems. This paper seeks to analyze the origin of Euroscepticism in Italy by looking at the reform programs that were imposed after the Maastricht convergence criteria required prospective members to cut their deficit and debt ratio. The resulting cuts in social expenditure created a public opposition towards the EU. Yet, even though Euroscepticism evolved, the Maastricht treaty can be seen both as an opportunity and a challenge. The emergence of Euroscepticism, however, is a general threat to the functioning and credibility of the EU. There are numerous reasons for countries to develop Euroscepticism. As for the Italian case, some scholars explain Euroscepticism by the accumulation of external historical factors, like the Maastricht Treaty of 1992.

Due to numerous steps of integration it came gradually to an ever progressive interdependence of nation-states of the European continent, economically as institutionally. National states are partly delegating sovereign competences to supranational institutions, which possess own and independent competences. But what leads to this development? Why are states willing to transfer competences to the EU? In international politics different integration theories are used to explain the different steps of integration and at long last the ratification of treaties between states. One of these integrations steps is the Treaty of Maastricht. The implementation of the Maastricht Treaty, being signed on 7th of February 1992 and entering into force on November 1th 1993, is considered as official founding of the European Union, expanding the European Economic Community created by the Treaty of Rome of 1957. But before the official signing of the treaty by first 12 nation- states a tedious unification process was necessary, which is to be examined in the present study looking at the foreign policy of Great Britain. Regarding the political development of the European community, Great Britain has always played a special role throughout the history of the European integration process. Its foreign policy differentiates oneself from other European national states and is characterized by a certain Euro-sceptic attitude. This is not reflected only by Britain’s late entry into the European Community in 1973, but also by the largest integration step since founding the European Community, which is the Maastricht Treaty. Britain first opposed nearly every policy covered by the Treaty, but indulged on certain points during the negotiations. Therefore, overlooking the foreign policy of Great Britain the question raises: “Why agreed Great Britain, despite its skeptical attitude towards a common Europe, on the Maastricht Treaty?” Using the integration theory of Liberal Intergovernmentalism by Andrew Moravcsik, this question will be analyzed in the present study. First the most relevant facts about the theory will be pointed out, before examining the content of the Maastricht Treaty itself. Finally, there is to be an application of the theory to the case of the UK and the Maastricht Treaty.
