Book excerpt: Based on the lived experiences of incarcerated persons and staff, this book explores the symbolic significance of prison foodways to normalization, autonomy, identity construction, power, group formation and security. The book also traces the rationalization(s) that policy makers attach to prison food, from the water and bread diet of the 18th century, the contested abolition of alcohol consumption, to the current fear surrounding the spread of COVID-19 through food distribution in prisons. The argument is developed that prison food policies have always reflected how Belgian governments have treated imprisoned persons. The emphasis on Belgian prisons and the discussions on prison foodways situated on a micro and macro level add a unique flavour to prison food scholarship by providing a deeper understanding of a penal culture outside the dominant tradition of Anglo-Saxon and Nordic studies. Consequently, the book provides a nuanced conception of prison foodways for penologists, sociologists, those with interests in wider prison policy, and those working on the socio-cultural role of food in closed environments.

Book excerpt: Most major economies use a value added tax (VAT) which is a derivation of the French 1954 taxe sur la valeur ajoutée. The initial imposition of VAT in France and its spread around the world have been driven by economic reasons. This book focuses on one of these economic triggers: the neutrality of VAT as regards the functioning of the economy. It demonstrates that the reason VAT was chosen in France and why thereafter it spread around the world was because it offered the possibility to collect governmental revenue while allowing the economic forces of the market to interplay without being adversely affected. The prerequisite conditions for the existence of VAT neutrality are therefore identified herein along with an overview of the VAT mechanism, demonstrating that the concept of neutrality is built into the VAT system in a manner that allows for the preservation of the natural functioning of the market. After the definition of VAT neutrality is set forth, the elements that comprise VAT neutrality are tested against the realities on the ground and the issues that infringe the neutrality of VAT are identified and analysed. In conclusion, remedies for these issues are being sought by a review of the causes of infringement of VAT neutrality in the perspective of selected proposals for modified VAT systems. These proposals include redesignating the place where VAT is levied and improving VAT collection. Ultimately, the proposed solution has recourse to the roots of VAT together with the most advanced technological tools available to give back to VAT the power to levy revenue while letting the economic forces of the market interplay without instigating any adverse influence.

Book excerpt: This study assesses the impact of artisanal gold mining in the Ngoyla-Mintom Forest Massif (NMFM) on local livelihoods and the environment. The methodology for the research consisted in a literature review, visits to eight mining camps in the periphery of Mintom, interviews with 95 miners, focus group discussions with actors involved in activities related to gold mining, and stakeholder consultations. The results show that miners earn a minimum of XAF 80,000 (US$ 160) per month, which is about three times the average wage in Cameroon (XAF 28,216 or US$56) and as much as XAF 800,000 (US$ 1600) a month. Mining leads to the creation of many associated activities such as portering, catering and the intensification of hunting, collection of NTFPs, and fishing, among others. The most negative social impact of mining is associated with activities such as prostitution, which leads to the quick spread of sexually transmitted diseases (STDs) including HIV/AIDS. Mining and its associated activities also have negative impacts on the environment such as destruction of fragile forest ecosystems especially swamps, diversion, sedimentation and pollution of small water ways, and soil destruction, although at a relatively small scale.
