Offene Stoffflüsse belasten die Umwelt vor allem durch die Entnahme natürlicher Ressourcen (Rohstoffe, Hilfsstoffe und Energie) und durch produktionsbedingte Emissionen u.a. in Form von Schadgasen, Abwässern, Abfällen und Reststoffen. Die konkrete Belastung der Umweltmedien Wasser, Luft und Boden hängt jedoch stark vom jeweiligen Produktionsverfahren und den verwendeten bzw. hergestellten Stoffen ab. In der vorliegenden Arbeit soll aufgezeigt werden, welche Möglichkeiten umweltfreundlicher Produktionsverfahren im Sinne des integrierten Umweltschutzes theoretisch vorhanden sind, welche Chancen in der ökonomischen Realität bestehen und an welche Grenzen der integrierte Umweltschutz insgesamt stoßen kann. Deutschland ging auf dem Umweltgipfel der Vereinten Nationen 1992 in Rio de Janeiro zusammen mit vielen anderen Ländern der Erde eine Verpflichtung zur nachhaltigen umweltverträglichen Entwicklung (Sustainable Development) ein. Ein Beitrag zur Einlösung dieser Verpflichtung ist das im Frühjahr 1994 verabschiedete Kreislaufwirtschaftsgesetz mit dem politischen Motiv der umweltfreundlichen Umgestaltung des Wirtschaftssystems. Konkret bedeutet dies, dass das Produktions- und Fertigungssystem mit seinen vielen Abfallströmen und ungewollten Nebenprodukten dahingehend umgestaltet werden soll, dass davon soviel wie möglich wiederverwendet werden kann. Die Durchflusswirtschaft soll also in eine Kreislaufwirtschaft umgestaltet werden. Zur Verwirklichung dieser Idealvorstellung sind jedoch eine kritische Überprüfung und ein Umdenken des hochvernetzten Produktionssystems erforderlich. Der Weg der nachhaltigen, zukunftsverträglichen Entwicklung kann nach Einschätzung der Industrie- und Handelskammern Nordrhein-Westfalens der des produktionsintegrierten Umweltschutzes sein. Die wesentliche Aufgabe des integrierten Umweltschutzes ist die vorsorgende Verhinderung von Umweltschäden. Die üblicherweise am Ende eines Produktionsprozesses auftretenden Schäden werden hierbei nicht durch Nachsorgetechnologien (z.B. Filter, Rauchgasentschwefelungsanlagen usw.) reduziert, sondern im Sinne eines präventiven Umweltschutzes bereits an der Quelle vermieden. Major international studies, such as the Millennium Ecosystem Assessment, have addressed the enormous role of biodiversity and ecosystems to human well-being, and they draw particular attention to the consequences resulting from the reduction or loss of these services. These very topical issues are being addressed by authors/scientists in a wide variety of disciplines – and their approaches, terminologies and methodological specifics are just as diverse. What, for example, does the efficacy of nature or natural capital mean? Which values of nature are particularly important, how are they distributed in space and time and how can they be assessed and the relevant knowledge promoted? Can all ecosystem services be quantified and even monetarised? What should be done to ensure that the multiple services of nature will be available also in future?
