Oral histories and detailed archival research inform P. James Paligutan's story of the critical role played by Filipino sailors in putting an end to race-based military policies. Constrained by systemic exploitation, Filipino stewards responded with direct complaints to flag officers and chaplains, rating transfer requests that flooded the bureaucracy, and refusals to work. Their actions had a decisive impact on seagoing military’s elimination of the antiquated steward position. Paligutan looks at these Filipino sailors as agents of change while examining the military system through the lens of white supremacy, racist perceptions of Asian males, and the motives of Filipinos who joined the armed forces of the power that had colonized their nation. According to Jennifer Hochschild, we have failed to face up to what that dream requires of our society, and yet we possess no other central belief that can save the United States from chaos. In this compassionate but frightening book, Hochschild attributes our national distress to the ways in which whites and African Americans have come to view their own and each other's opportunities. By examining the hopes and fears of whites and especially of blacks of various social classes, Hochschild demonstrates that America's only unifying vision may soon vanish in the face of racial conflict and discontent. Hochschild combines survey data and vivid anecdote to clarify several paradoxes. Since the 1960s white Americans have seen African Americans as having better and better chances to achieve the dream. At the same time middle-class blacks, by now one-third of the African American population, have become increasingly frustrated personally and anxious about the progress of their race. Most poor blacks, however, cling with astonishing strength to the notion that they and their families can succeed--despite their terrible, perhaps worsening, living conditions. Meanwhile, a tiny number of the estranged poor, who have completely given up on the American dream or any other faith, threaten the social fabric of the black community and the very lives of their fellow blacks. Hochschild probes these patterns and gives them historical depth by comparing the experience of today's African Americans to that of white ethnic immigrants at the turn of the century. She concludes by claiming that America's only alternative to the social disaster of intensified racial conflict lies in the inclusiveness, optimism, discipline, and high-mindedness of the American dream at its best.

Book excerpt: Michel Gobat deftly interweaves political, economic, cultural, and diplomatic history to analyze the reactions of Nicaraguans to U.S. intervention in their country from the heyday of Manifest Destiny in the mid–nineteenth century through the U.S. occupation of 1912–33. Drawing on extensive research in Nicaraguan and U.S. archives, Gobat accounts for two seeming paradoxes that have long eluded historians of Latin America: that Nicaraguans so strongly embraced U.S. political, economic, and cultural forms to defend their own nationality against U.S. imposition and that the country’s wealthiest and most Americanized elites were transformed from leading supporters of U.S. imperial rule into some of its greatest opponents. Gobat focuses primarily on the reactions of the elites to Americanization, because the power and identity of these Nicaraguans were the most significantly affected by U.S. imperial rule. He describes their adoption of aspects of “the American way of life” in the mid–nineteenth century as strategic rather than wholesale. Chronicling the U.S. occupation of 1912–33, he argues that the anti-American turn of Nicaragua’s most Americanized oligarchs stemmed largely from the efforts of U.S. bankers, marines, and missionaries to spread their own version of the American dream. In part, the oligarchs’ reversal reflected their anguish over the 1920s rise of Protestantism, the “modern woman,” and other “vices of modernity” emanating from the United States. But it also responded to the unintended ways that U.S. modernization efforts enabled peasants to weaken landlord power. Gobat demonstrates that the U.S. occupation so profoundly affected Nicaragua that it helped engender the Sandino Rebellion of 1927–33, the Somoza dictatorship of 1936–79, and the Sandinista Revolution of 1979–90.

In the early '90s, young Tiffanie Drayton and her siblings left Trinidad and Tobago to join their mother in New Jersey, where she'd been making her way as a domestic worker, eager to give her children a shot at the American Dream. At first, life in the US was idyllic. But chasing good school districts with affordable housing left Tiffanie and her family constantly uprooted--moving from Texas to Florida then back to New Jersey. As Tiffanie came of age in the suburbs, she began to ask questions about the binary Black and white American world. Why were the Black neighborhoods she lived in crime-ridden, and the multicultural ones safe? Why were there so few Black students in advanced classes at school, if there were any advanced classes at all? Why was it so hard for Black families to achieve stability? Why were Black girls treated as something other than worthy? Ultimately, exhausted by the pursuit of a "better life" in America, twenty-year old Tiffanie returns to Tobago. She is suddenly able to enjoy the simple freedom of being Black without fear, and imagines a different future for her own children. But then COVID-19 and widely publicized instances of police brutality bring America front and center again. This time, as an outsider supported by a new community, Tiffanie grieves and rages for Black Americans in a way she couldn't when she was one. An expansion of her New York Times piece of the same name, Black American Refugee examines in depth the intersection of her personal experiences and the broader culture and historical ramifications of American racism and global white supremacy. Through thoughtful introspection and candidness, Tiffanie unravels the complex workings of the people in her life, including herself, centering Black womanhood, and illuminating the toll a lifetime of racism can take. Must Black people search beyond the shores of the "land of the free" to realize emancipation? Or will the voices that propel America's new reckoning welcome all dreamers and dreams to this land?
